CONFERENCE IS
FUEHRERS IDEA
(Oontlnutd tnm On.)
gtutlMtlon of tha internal economic
yttenu of IndlTldual states ftlonf
irlth organization of market and
currency regulation to revive inter
national trade; establishment of an
unconditionally guaranteed peace"
and a sense of security on the part
of individual nations by sanctioning
Europe as remade and by reducing
armaments.
Poland Dead Issue.
HWhy should this war In the west
fee fought?" he asked. "For the
restoration of Poland? Tha Poland
erf the Versailles treaty will never
lias again. This Is guaranteed by
two of the largest states In the world
(Russia and Germany)."
j lit thus ended his speech:
"A fuehrer of the German people
tnd chancellor of the relch I can
only thank God at this moment
that He has so wonderfully blessed
us In our hard struggle for what Is
our right, and beg Him that wa and
all other nations may find the right
way. so that not only the German
people but all Europe may once more
be granted the blessing of peace."
As to Germany's currently close re
la t Ions with Russia, he acknowl
edited that in the pnst he had de
elared that the U. 8, 8. R. was "or
ganlaed on principles which differ
from those held In Germany."
But, he added:
"Blnce It became clear that
(Joseph) Stalin saw nothing In these
Russian - Soviet principles which
Should prevent him from cultivating
friendly relations with states of dif
ferent political creeds, national so-
elallst Germany sees no reason why
tt should adopt an6ther criterion.
Cooperation Pact
The new German Russian pact, he
jKld, ww not only one "of peace,
but also of constant, satisfactory
operation for both states."
He put great stress on what he
declared had been his efforts
"rid our relation with France of all
trace of Ill-will and to render them
tolerable for both nations."
Tn an address which some Nazis
ailed the greatest speech for peace
since the World war, Hitler coupled
fell suggestions for a general attempt
to solve Europe's problems with a
slecieration that It could not be done
"while cannons are thundering or
mobilized armies are bringing pres
sure to bear upon it."
"If . . . these problems must be
solved sooner or later," he said
"then It would be more sensible to
tackle their solution before millions
of men are first uselessly sent to
death and bill tons In riches are de
stroyed. Increasing Sacrifices
A continuation of the present
state of affairs in the west is un-
thinkable. Each day will soon de-
snand Increasing sacrifices . . . "
He introduced the subject of a
peace conference by saying that the
"most important condition" for a
"real revival of economic life in and
u tilde of Europe Is the establish
ment of unconditionally guaranteed
peace and of a sense of security on
ihe part of Individual nations."
"This security." he added, "will
hot only be rendered possible by a
final sanctioning of the European
Status, but above all by a reduction
f armaments to a reasonable and
economically tolerable level.
"The essential part of this neces
sary sense of security, however, is a
lear definition of the legitimate
tise and application of certain mod
ern arm a menU which can at any
given moment have such devastating
Sffect on the pulsating life of every
nation, and hence create a perma
nent sense of Insecurity . . .
' I believe, however, that a sense
f national security will not return
to Europe until clear end binding'
international agreement have pro
vided a comprehensive definition of
the legitimate and illegitimate use of
armament.
... It must surely be possible
to emulate the Red Cross and draw
up some universally valid Interna-'
tlonal regulation. It la only when
this is achieved that peace can reign,
particularly In our densely populated
continent peace which, un contami
nated by suspicion or fear, will rro-
viae tne only possible condition for
real economic prosperity. I
.Nations Must A pee
"To achieve this great end the
leading nations of this continent
win one day have to come together
In order to draw up, accept and
guarantee a statute on a compre
hensive basis which will Insure for
them all a sense of security, of calm.
In short of peace.
Such conference could not dos-
lbly be held without the moat
worough preparation, that 1. with
out exact elucidation of every point
. issue. is equally Impossible
that such a conference which Is to
determine the fate of this continent
for many year to come could carry
on its deliberations while cannon
are thundering or mobilized armies
are bringing pressure to bear upon
II.

weiemng then to the "unthink
able" state of affairs in th
he added:
"Prom both sides (eventually! de
struction will strike deeper, deeper
and whatever cannot be reached by
long distance guns will be destroyed
from the air. . . . This battle of de
struction won't be confined to the
land. No, It will reach far out over
the sea.
"Today there are no longer any
Islands. And the national wealth of
Europe will be scattered in form of
shells, and the vigor of every nation
will be sapped on the battlefields."
"One day, however, there will again
be a frontier between Germany and
Prance, but Instead of flourishing
towns there will be ruins and endless
graveyards.
Sneer For Churchill
"Mr. Churchill (Britain's first lord
of the admiralty) and hi compan
ions may interpret these opinions of
mine as weakness or cowardice if
they like. I need not occupy myself
with what they think; I make these
statement simply because It goes
without saying that I wish to spare
my own people this suffering.
"If, however, the opinion of
Messrs. Churchill and followers shall
prevail, this statement will have been
my last. Then we shall fight. Neither
force of arms nor lapse of time will
conquer Germany. There never will
be another November, 1918, In Ger
man history. It Is Infantile to hope
for the disintegration of our people.
"Mr. Churchill may be convinced
that Great Britain will win. I do not
doubt for a single moment that Ger
many will be victorious. DeBtlny will
decide who Is right. One thing only
is certain. In the course of world
history there have never been two
victors, but very often only losers.
This seems to me to have been ths
case in the last war. May those peo
ples and their leaders who are of
the same mind now mftke their reply.
And let those who consider war to
be a better solution reject by out
stretched hand."
