Some foreign observers believed
Japan might play a role In the effort
to bring peace, pointing out the Jap
anese ambassador In Moscow, Shige
Borl Togo, wasted no time today In
onf erring with Soviet authorities.
Peace Condition
One Important condition for peace
was laid down recognition of the
partition of Poland and the n
status In eastern Europe.
The German-Russian boundary In
Poland, It was pointed out, followed
ae nearly as possible ethnological
lines instead of an arbitrary split
ting of territory such as a military
demarcation.
Informed quarters said this would
enable te naals If they dralre to
organise a Polish area as a protector
ate along the lines of Bohemia and
Moravia.
Sections which belonged to Ger
many before the world war and which
are considered purely German Upper
Silesia. Posen. West Prussia and
Pom mem would be incorporated In
tegrally within the old relch.

on this matter.
Would Hurry Supplies
The desire was expressed here to;
get economic negotiations underway i
at once for an extensive exchange of
Russia's vast raw materials for Ger
many's finished goods barter which
apparently will go far beyond the re
cently concluded economic treaty.
This appeared to be the first of
'necessary measures" Jointly to meet
hostilities between Germany and the
western powers.
A German delegation was reported
heading for Moscow next week to
begin negotiations for an extensive
importation of feed for cattle to stave
off any chance of a repetition of
the world war experience when 10,
000,000 pigs were slaughtered at the
start of the conflict because of lack
of feed.
Adolf Hitler returned to Berlin to
day after a visit to Wllhelmshaven.
The peace overture to tlfe western
powers was Issued as a Joint declara
tion of the two governments and
came as more than 1,000,000 civilians
and 12,000 disarmed defenders of
Warsaw helplessly awaited the tri
umphant entry of the German army
into non-existent Poland's surren

FARMERS WARNED OF
RING ROT IN SPUDS

Oregon State college bulletin advised
farmers today to guard against bac
terial wilt or ring rot among pota
toes. The disease has appeared on
the Paclflo coast as well as In other
widely scattered sections of the Unit
ed States. "
C. E. Owens, plant pathologist,
said a circular describing the symp
toms, nature and control of the dis
ease would be distributed to producers.

To provide clothing and shoes for
the less fortunate of Jackson county
is one of the grave problems of the
Salvation Army at the present time.
Ever faced with the necessity of
supplying clothing the year around
the army from time to time appeals
to its many friends to assist in se
curing garments of all ktnds.
A committee, headed by Mrs. W.
H. Fluhrer. has been appointed and
every effort is being made to secure
clothing and shoes as well as ma
terials to be used in the preparing
of layettes, which will be distributed
throughout the winter months. Baby
clothes of all kinds are needed badly.
"Not one family will be forgotten and
every effort will be made to supply
the needs," said Mrs. Fluhrer today.
Anyone who has any clothing re
gardless of Its wear and those who
csn assist In the preparing of the
