Acceptance Hitler's Offer

ROME. Sept. 22. (AP) Premier Mussolini's newspaper. II Popolo
DTtalla today urged Adolf Hitler's adversaries to accept what it called
his offer of a limit on Germany's expansion and end the European war.
Many observers believed 11 Ducehlmself had written the two-column
article giving this advice.
If the fight continued, II Popolo
warned, other statesmen might find
themselves refugees of war, such as
Emperor Hnlle Selassie of Ethiopia,
Premier Eduard Benes of Czecho
slovakia, Premier Juan Negrln of Re
publican Spain, and Foreign Minister
Josef Beck of Poland.
Meanwhile. Italy continued her
military preparations. Mussolini con
ferred with Oen. Lulgl Negri, com
mander of the Alpine troops, on de
fenses of the frontier.
II Popolo's editorial recalled an
"imaginary dialogue on the Thames"
between Halle Sel ass le and Ben es
written by Mussolini last December
In which both bemoaned their fail
