scale yesterday and signed contracts
with culinary unions at last year's

prices In toxtlle and goods markets
here during recent days has brought
brisk buying activity.
With wool goods prices expected to
be reinstated at advances ranging
up to 35 cents a yard, clothing manu
facturers rushed through plans to
have summer lines ready for the I
road by next week, and spring lines j
ready by the first or the month.
Retail buyers generally were said
to be buying up to SO per cent of
requirements for January sales at
higher levels, holding back the other
half to see whether prices would
continue to rise, or drop back again.
Retail trade was reported brisk
throughout the country.
Buyers arranged for Amerlcan-mado
Christmas gifts to supplant those
which could not be delivered because
of the war, or might be difficult to
sell because of the origin.
Silver foxes advanced 10 to 15 per
cent at a big auction yesterday.
Wool goods manufacturers, still re
stricted as to raw goods purchases,
were reported ready to re-enter the
nurket today with a flat rise In 13
ounce and 14-ounce worsteds of 35
cents a yard.
With the British government re
ported planning to allocate the en
tire Australian wool supply, wool
tops have advanced sharply,

Poom men on the Columbia and
Willamette rivers from Scappooae to
Oregon City went on strike today

GUTTED BY BUZE
CENTRAL POINT, Sept. 13. (Spl.)
Insurance adjusters today surveyed
the ruins of the flra that yesterday
afternoon completely gutted the two
story frame residence owned and oc
cupied by Mr. and Mrs. Harold J.
Fleischer on South Second street at
Ash street.
The house and most of lta con
tents were considered a, total1 loss.
Few household furnishings ware
saved. No estimate was available
yet of the approximate amount of
damage. The house and furniture
were partly covered by Insurance.
The George E. Fox home across the
way caught fire .on the roof but
firemen quickly put the blace out
It was thought Me flra might have
been caused by a worn electric wire
or lamp fixture.
No one was at home at the time.
Mr. Fleischer returned home about
3:30 p. m. and aa he approached
the entrance a window In a front
room burst outward and a ball of
flame shot out. Mr. Fleischer ran
to a fire alarm box and sounded the
alarm that brought out the city's
volunteer fire department. The fire,
however, had too great a start to ha
subdued quickly.

PORTLAND, Sept. 13. P) The
state board of higher education
moved Tuesday to protect the state's
Interest In patentable scientific dis
coverers of commercial value.
The patent question aroee In con
nevlluD wilii discoveries recently made
by a group of Oregon State college
chemists and entomologists, who are
developing new organic insect poisons
under a project sponsored by the
general research council of the state
system.
On recommendation of Chancellor
F. M. Hunter, authorization vu given
to patent discoveries when completed,
protecting both the Individuals con
cerned and the state. The chancellor
also reported a comprehensive pro
cedure In this field Is being develop
ed for the system, patterned after
those of other Institutions, some of
which are realizing large sums from
royalty Income.
Peavy. Successor Pends.
No report was made on the pending
selection of a new president at Ore
gon State college to succeed Dr. O.
W. Peavy, who retires at the end of
the coming college year. The board
extended Its best wishes for early
recovery of President Peavy, still In
an Astoria hospital recovering from
an appendicitis operation.
Next meeting of the board will be
at Oregon State college, October 37
and 38, when the new $425,000 chem
istry building will be inspected.
The two major Institutions were
authorized to accept the offer of the
civil aeronautics authority to estab
lish a one-year pilot training course
at each campus, on a. largely self-
sustaining basis.
The new elementary teacher train
ing "cabinet." now headed by C. A.
Howard as director and president at
Oregon College of Education at Mon
mouth, held lta first meeting. Roben
J. Manake, new president of E.O.C.E.,
and President Walter Redford ot S.O.
O.E. conferred on policies.
Other actions of the board in
cluded: Authorized the state radio station
ROAO to take big options on equip
ment needed to expand the power to
0000 watts, effective only If permis
sion for such expansion Is granted
by the federal commission.

Approved the establishment of ft
new research project In agricultural
economics and marketing at O.S.O.,
with transfer of services of Dr. Daniel
B. Deloach from Instruction to ex
periment station.
Accepted a bequest of $6000 to be
used to establish a scholarship for
German atudy at the University of
Oregon; 81000 In . gifts for research
by the state college, and two sub
stantial bequests for the Doernbecher
hospital.
A considerable number of minor
salary Increases were approved, most
ly In the lower brackets or where
Increases were necessary to hold staff
members sought by other Institu
tions. The lint of personnel adjust
ments Includes:
Southern Oregon College of Edu
cation sabbatical leave for R. W.
McNeal for first term; leave of ab
sence without pay for Miss Luc He
