urged Oregon to take steps toward
the rehabilitation of inmates ox tne
state penitentiary.

Many Repeaters.
.Seventy-two per cent of the In
mates have had previous convictions.
The federal agency's recommendations
were Intended to prevent convicts
from returning to prison after thetr
release.
Briefly, the recommendations In
eluded the transfer of parole power
to a three-man commission Inde
pendent of the governor, establish
ment of work camps for "honor"
prisoners, development of prison In
dustries, erection of an Institution
for women prisoners, and expansion
aS dormitory facilities.
The report was submitted to the
governor's special commission to in
vestigate parole problems, the com
mission to report to the legislature
next month.
However, Alexander and Oosslln
pointed out some difficulties which
would have to be overcome before
the recommendations could be put
to to effect.
Protests Been
The federal recommendation that
31 state institutions be supplied with
penitentiary products would result
in protests by private business which
pow tells to Institutions.
Construction of new facilities would
eott money, Oosslln pointed out, and
the next legislature doesn't know
where It will get money for relief
parole and prison officials
nave been observing the operation
of Washington state's paiole system.
A board, which works full time, fixes
the minimum sentences of all pris
oners. "That system." Alexander said,
would be more fair. In Oregon, we
now have the situation where a
judge In one county will give a
man 15 years while In another county
man will get eight months for the
same crime."
The 11 women Inmates were given
ocno sympathy by the federal board.
They are locked up constantly and
have no outside recreational facili
ties, state officials can't see why
the women need a separate insti
tution, but they think that the
women can be placed In separate
quarters at the girls' Industrial
school. I
Might Be Profitable
The state officials point out that
It might be profitable for the state
to spend some money for new facili
ties and better parole services. If
the expenditure will result in the
rehabilitation of criminals.
During the next blenniura. It will
cost 700,000 to run the prison. If
good percentage of released In
mates could be turned Into the
paths of righteousness, the cost
would be much lower.
Of the total number of Inmates,
98 per cent have no previous con
viction. Twenty-two per cent were
convicted once before, 18.8 per
oent twice, 11.8 per cent three times,
7-8 per cent four times, and 8.8 per
cent five times. Twenty-seven pris
oners have been convicted from 11
to 20 timet.

Republicans cast 38.9 per cent of
the vote. Two years later In the
senatorial cop test they balloted 40.0
per cent, and In the 1938 gubernato
rial race they increased to 57.S per
cent.
The Democrats had 38.B per cent
when they elected Charles H. Martin
governor In 1034, Independent candi
dates polling 32.0 per cent. In 1930
Bourbons got 48.3 per cent, and lact
month dropped to 43.5 per cent.
The legislative Interim commis
sion on state and local revenues
hinted this week It would not rec
ommend new taxes for the 1939
legislature, because the commission
feels that the people won't stand
for more taxes. It believes that any
new taxes passed by the legislature
would be referred to the 1940 election.
The commission probably will rec
ommend that counties obtain reve
nue by being more strict In the
collection of the t40.000.000 In de
linquent taxes. If the counties could
collect 10 per cent of this figure,
their financial problems would be
solved.

The department's major problem,
Muck said, was administrative or
ganization, of the revested and re
conveyed federal forest grant lands,
comprising 3.000,000 acres located In
18 western Oregon counties. "
"'The character of the management
of the O. and C. area Is of vital
concern to the counties of western
OreRon." Muck said. "The department
recoanlzea Its responsibility to so
plan Its management of the prop
erty that administration Is not only
economical, but that such manage
ment will promote the flow of a
perpetual stream of returns Into the
county treasuries."
The law requires management of
Oregon and California grant lands
within 2fl percent of the forest In
come mandatory, Muck said. This,
coupled with "peculiar problems af
fecting the management of the area,"
make the venture "unique in the
annals of American public forestry."
