SALEM, Deo. 9. (AP) A aurvey
of election returns for 10 years
howed today moat of Oregon's favor
ite sons have been gaining strength.
The results revealed which of the
office holders and candidates were
on the upgrade, and those who had
Rltpped.
Secretary of State Earl Snell,
whose friends have urged him to
seek the second congressional dis
trict post In two years or the V. S.
senatorial place In four years, has
made the moat phenomenal rise. In
1034 he received 1M.13S votes, and
a month ago he was given 398.993
ballots, the largest total ever given
a candidate. He carried all but four
of the state's 1681 preclncU.
State Treasurer and Senator-elect
Rufus C. Holman was another who
gained votes. When he first ran In
1933 he got 187,000 votes, Increasing
this to 300,000 in 1930. In the race
for senator last month he was given
203,000. claiming this figure would
have surpsssed the 1936 total, except
for the publishing of gambling odds
to the effect he would lose,
Willis Mahoney, Democratic candi
date for U, 8. senator In the past
two elections, received 193,823 In
1936 and got 26,700 less In the re
cent election. He lost both times.
Among the congressional csndl
dates, Rep. James W. Mott has had
strangle hold on the first . district
for six years. In 1933 his total was
83,000. dropping to 67,000 two years
later. In 1038 his total soared to
114,000, and last month went 6000
more.
Pierce Up and Down
Rep. Walter M. Pierce of the sec
ond district has had his ups and
downs. He received 33,000 votes when
he lost In 1928, and 80.000 in 1933
when he waa first elected. His total
In 1934 waa 1000 less, and he reached
his peak In 1936 with 46.000. Last
month he got 36,000.
Rep. Kan Wood Honeyroan of
Portland, defeated last month when
she received 66.000 voles, got 76,000
when elected two years ago.
O. H. Oram, labor commissioner
for two decades, received 188.000
votes last month, a new high for
him. He got 136,000 four yean ago
and 168,000 eight yeara ago.
Qovernor Martin, who retires a
month from today, won't have much
to say to the new leglslsture when
he delivers his messsge.
"I don't Intend to make many
recommendations, as I think thst
should be left up to the new gov
ernor. It would be out of place If I
did It," he aald.
Another Item for the legislative
menu appeared this week when Sec
retary of Labor Pranoea Perklna aald
she would submit wage-hour bills
to every state legislature. . These
bill would do for Intrastate com
merce what the federal wage-hour
bill does for Industries In Interstate
commerce.
No officials havs gone on record
for or against 'the proposed bill.
However, Miss Perkins said that In
view of the recent Republican gains
over the nation she didn't expect
complete success.
Oregon labor laws empower the
state welfare commission to set mini
mum labor standards for women
and children. The leglslsture will
be asked to set a minimum work
week of 44 hours for all employes
snd minimum wages of 35 cents an
hour. After a few years, the minimum
would become 40 hours and 40 cents
an hour.
. Qovernor Martin and State Treas
urer Holman, wanting to save money,
entered an sgreement last week that
they would commute together from
Portland to Salem, first using Hol
man's car and then Martin's.
The agreement went Into effect
Monday, but as luck would have it,
Holman's car was wrecked In the
fog on the return to Portland. Now
the agreement la cancelled because
Holman'a car Is damaged.

Directors of the Klamath county
chamber of commerce have taken a
determined stand aganln any further
diversion of state Highway funds
from the Jurisdiction of the nste
highway eommlslon, reaffirming, by
unanimous vote, a position they had
previously adopted.
The countermov followed closely
on tha heels of favorable action by
mayors and council men of Klamath
county municipalities on ft League of
Oregon cities proposal to obtain $1.60
per capita of city population from
stabs highway funds for use on city
streets.
Chamber directors cited three
principal objections to the tax diver
sion plan. They were:
1. That Portland and Multnomah
county would get the lion's share of
any funds diverted. '
2. That the original purpose of
the gasoline tax was to build primary
highways and the state should be per
mitted to proceed with those high
ways. 3. That a small diversion paves the
way for a larger one, which might
seriously cripple the highway pro
gram. -
