have no patronage other than that
afforded all members, the appointing
of their own secretaries.
To the Republicans will go the
real spoils. There will be 40 Rouse
clerks to be appointed. Including one
doorkeeper and his J7 aatlstanta (who
seldom have difficulty guarding the
two doors to the Bouse chambers),
and the 87 Bouse chief and assistant
clerks.
Doors Well Guarded
In the Senate the Republicans will
have the naming of S3 desk clerks
and officers (Including three uslt
ant doorkeepers) to aid the official
doorkeeper In watching two doors,
39 chief and assltant clerk for com
mittees, and page boy. A In the
House, the Senate member will ap
point their own stenographers.
The 1937 House and Senate Journal
reveals some Interesting facta on
patronage. While member an en
titled to only M for each day of
the scheduled 'session, their steno
graphers get 16. The journal fot the
last session Bhows that 10 senators
brought their wires and 37 represent
ative did the earn thing. That
mean W per day for the family.
Occasionally members bring their
daughter, cousin or other rel
ative and make a. trade with another
legislator, thus avoiding any charge
of nepotism. There 1 no law against
nepotism, and It ha been practiced
for year In Oregon.
Help Gets Most
The extra help around the aeselon
cost much more than the amount
paid the legislators. At the last ses
sion, for Instance, as shown tn the
1037 Journal, the following facta ap
pear: .
The total payroll was 84,859. Of
this represetatlves drew only $7580
(at 3 per day) and senators drew
13.680.
. Clerks and stenographers In the
senate, however, got 23,716 and
clerk and stenographers In the House
got M0.11S. In addition the senators
collected .SI .287 and the representa
tive drew 43,617 lor mileage to and
from Salem.
Nor 1 that all. The state provides
postage for It members. At the
last session several statesmen felt
they were being given too many
stamps, asked a reduction. They kept
getting the same amount, and by
the end of the session postago had
cost the state SJ.535 (again according
to the 1937 Journal).
Leaders Fix Patronage
With all that patronage to Be dis
pensed, chaos would result at ses
sion opening unless an ordered pro
gram was worked out In advance.
Usual procedure I for the various
party leaders. Including the speaker
of the House and president of the
Senate (as soon as they are known) to
get together In a caucus, attempting
to satisfy all member. This Is con
sidered impossible, but an effort la
alwsys made.
Those who get In on the patronage
are better fixed, financially, than
the legislators themselves. The pay
ranges from 8 for page boys (and
for senators and representatives) to
18 a day for chief house clerk and
(10 a day for chief senate clerk. With
the gravy train that promising, and
a new party In power, the scramble
is expected to be a wild one.

for stamp sales at the Medford poet
office. Postmaster Frank DeSouxa
announced this afternoon.
November sales totaled 9,793.82,
highest In the history of the poet
office, Mr. DeSouza, said. This com
pares with $8,641.30 for November In
1937, an Increase of 91,163.32 or 134
percent.
