President Sees No Threat to
Continuation of Liberal
Government Reveals
Predictions On Election
WASHINGTON, Nov. 11 (AP)
President Hoojevelt aftld today he
did not believe the .results of Tues
day's election constituted any threat
to the continuation of "liberal gov
ernment." ' At his press conference, Mr. Roose
Telt declared he thought the election
returns were all right.
A questioner, referring to the presi
dent's speech on Friday before the
elections, asked Mr. Roosavelt whether
he believed the outcome of the vot
ing, which resulted In heavy Demo
cratic losses and Republican gains,
constituted a threat to the continua
tion of "liberal government."
The president replied he certainly
did not think so..
He refrained, however, from giv
ing any policy Interpretation of the
vots. He was asked whether he be
lieved the heavy balloting for Sena
tor Wagner (D-N.T.) was tantamount
to an endorsement of the Wagner La
bor Relations act.
Doubts Opposition
That, he remarked, was on Impos
sible question to answer, but added
he thought the voters of the state
had given Wagner nearly half a mil
lion majority because they liked the
senator's record.
At the same . time, he predicted
that he would not encounter what
one of his questioners called "coali
tion opposition" p resumably the
combining of Republican and anti
New Deal Democrats against admin
istration proposals to congress.
He expressed the belief his congres
sional program would be accorded
nbout the same reception as before.
Mr. Roosevelt chuckled heartily
when the reporter questioning him
on this point said bluntly he believ
ed there would be such opposition.
The press conference followed by
a few hours the president's return
from Hyde Park, N. Y., where he vot
ed Tuesday.
For the first time, he disclosed
election predictions which he made
and sealed In an envelope soon after
going to Hyde Park the middle of last
week.
ffiieswd Pretty Well
As a political prognosticate., he re
marked, he was pretty good.
He figured New York state results,
Mr. 'Roosevelt aatd, just about the
way they came out.
He was wrong by one on senate
races, he said, having predicted the
loss of seven Democratic seat3 where
as the Republicans actually gained
eight.
He said he was less than 20 seats
off on bis House predictions since h
had figured the Democrats would

81. with one race still doubtful.
He made no prediction on guber
natorial races.
Afternoon anointments with the
cabinet and Rep. Sam Rayburn (D
Tex.), House floor leader, gave him
an opportunity to discuss policies In
general and the 1939 congressional
situation In particular.
Must Decide Tactics
The president and his advisers will
have to decide within a few weeks
whether to try to push through a
heavy legislative program despite re
duced Democratic ranks or to con
fine the session largely to smoothing
out New Deal laws now on the books.
The Democrats will have exactly a
three-to-one margin In the next sen
ate 69 seats against 33 for the Re
publicans. There also are two Farm-
er-Laborltes, one Progressive, and one
Independent.
In the House, with only the seat of
Rep. Kntito Hill (D-Wash.) still In
doubt, the Republicans had gained 81
seats, making this lineup: Democrats
261. Republicans 170. Progressives 3,
and Farmer-Lsborltes 1.
The president's reaction to the siz
able turnover necessarily will be re
flected during' the next few months
not only In any polltlclal statements
but also In his. legislative proposals.
Few it; any informed persons In Wash
ington believed he would change his
objectives, but some suggested he
might revise his procedure to obtain
greater congressional support.
Better Preparation
Senator Tydlngs (D-Md.), who was
reelected easily after overcoming the
preslrient'a opposition In the primar
ies, said:
"I predict legislation presented to
congress In the future win be better
prepared and mors thoroughly con.
sldered and debated than It some
times has been In the past."
Secretary Wallace invited new legis
lators of all parties to confer with
him on the farm problem, although
he added his beller that the present
legislation "furnished the best
framework for an enduring agricul
tural program."
Wallace termed Republican gain"
a hard blow to agriculture." and
said they might have been greater
except for the "personal popularity
I or president Roosevelt.
I "The outstanding conclusion from
: the recent election." he said, "la that
people do not like business depres
sion. They think that by voting
against the party In power when a
depression la on, they can do some
thing to cure the depression."
Mum On Argentina
The preas conference touched on
many subjects, but frequently Mr.
Roosevelt said he had little or no
, comment to make. He declined to
discuss reports Argentina was gravely
'. disturbed over the possibility of sub-
' sldlted exports of American wheat to
i Bracll.
He referred to the state department
I a request for comment on the antl
Jewlsh campaign In Germany, and
! said he had not yet read the British
' White paper, issued last Tuesday, on
Britain's Jew policy In Palestine.
Switching quickly back to domestic
affair, he mid he did not know yet
, what final form his Social Security
: program, now being prepared for sub
I mission to congress, would' take.
On national defense, ha said with
; a laugh there was nothing new for
publication,
j The president told reporters he
' would remain in Washington until
' around November 30 and 31 when he
i will leave for Warm Springs, Oa.

Virgin Birth Possible Is
Pathologists Conclusion
PHILADELPHIA. Not. U (UP)
Dr. Stanley Relmann told ths Phil
adelphia Pathological society lsst
night that he had "concluded" from
a cancer research experiment that the
human ovum can be artificially stim
ulated to produce virgin birth.
Dr. Relmann. who Is conducting
cancer research at VUlanova college,
said he had pierced a human cell
with the point of a tiny needle and
that during Its eight hours of life It
started toward maturity without hav
ing been fertlllaed by a sperm cell.
Pathologist attending the sessions
said It was the first time In medical
history that apparently uncontrov
ertible proof of virgin birth had been
submitted.
Dr. Relmann said that 30 minutes
after the needle pierced tha egg,
floating In a blood serum, the elaetlo
"shell" around tha egg burst and
yelVowIsh Jelly appeared. After an
other 30 minutes another break oc
curred In the "shell" and mora Jelly
Issued forth. Tha Jelly, Dr. Relmann
explained, waa composed of "polar
bodies," or waste which the fertilized
egg casts off when It starts toward
maturity.
In hut report Dr. Relmann said:
"It is concluded that tha human
ovum la capable of being artificially
stimulated to parthenogenetlo (virgin
birth) activity."
The experiment was conducted by
Dr. Relmann In search for the secret
of a type of tumor which appeara to
develop without fertilization.
