LONDON, Nov. 1 , ( AP) Prime
Minister Chamberlain announced In
tlia houu of commons today he in
tended to bring the Anglo-Italian
accord of April 16 Into force "u soon
aa possible."
He said he would offer a motion
for debate tomorrow to the effect
"This house welcomes the Intention
of his majesty's government to bring
the Anglo-Italian agreement Into
force."
The prime minister spoke to the
house as It assembled for a four
day session expected to be devoted
largely to debate on the government's
rearmament, civilian defense and
foreign policies.
Long Held Up
The Anglo-1 tall an pact, signed at
Rome the day before Easter, has been
held in abeyance because of failure
to achieve a "settlment" In connec
tion with the Spanish civil war.
The Rome accord was designed to
provide a comprehensive settlement
of all conflicts of British and Italian
Interests In the Mediterranean, Af
rica, the near east and Spain. It
provided for British recognition of
Italy's conquest of Ethiopia and for
complete Italian withdrawal from
Spain after the olvll war and Italy's
assurances she- had no territorial or
political alms In Spain.
Chamberlain refused to be drawn
Into discussion today of his reasons
for deciding to make the accord ef
fective, but It was believed the de
cision was based on Premier Mus
solini's recent withdrawal of 10,000
Italian troops from Spain.
"Settlement of the Spanish ques
tion" was made a prerequisite to en
forcement of the treaty when It was
signed.
Debate Muntcb Accord
Shortly after Chamberlain's an
nouncement Clement R. Attlee,
leader of the labor opposition, opened
a debate on the Munich accord of
September 39 by declaring the re-
sulantant frontiers of Czechoslovakia
"were even worse then those laid
down In the Oodesberg plan.
He referred to Adolf Hitler's de
mands presented to Chamberlain at
Oodesberg on the Rhine September
93.
The prime minister, beset by anx
ious questions on both olvll lan 'and
military defense, promised a full
statement on the government's de
fense plans early In the new session
of parliament which will begin No
vember a.

than a year ago, the decision favored

pared and submlta the following: An estimate of the amount required for
each department of County government. County office and County officer,
each County Improvement, the maintenance of each County building,
structure or Institution, the salary of each County officer or employee,
Including those whose salaries are fixed by statute, for the Improvement
and maintenance of public highways, roads, bridges, the construction,
operation and maintenance of each publlo utility and redemption of out
standing warrants, the estimate of the public receipts of the County from
sources other then direct taxation upon real and personal property in the
County during the period for which such tax Is to be levied and an estimate
of the probable unapportloned and unexpended balance In the funds of
the County on the last day of the current year. The officers' salaries, the
County School Fund for 10.100 children at $10.00 per child, the County
