The new atruetura would face the
plaza opposite the library. The rear
of the building would be on Capitol
street.
The building also would house the
public utilities commissioner's force
and the unemployment compensation
commission. It would cart lesa than
' l, 000,000.
Funds of the Industrial accident
commission would be used to pay the
original cost, but this would be re
paid by inte charged to the public
utilities commissioner and the unem
ployment compensation commission.
Title to the building would remain
with the Industrial accident commis
sion until It la paid for, when the
state would gain title.
The public utilities commissioner
now Is paying rent to a private
property owner downtown. The un
employment compensation commis
sion la paying rent to the Salem
school district, It being located In
the old high1 school. . .
"This new building," an authorlta
tire source said, "would result In
alt state activities In Salem being
housed In state-owned buildings.
"Punds of the Industrial accident
commission would not really be
spent, because this money would be
repaid by rentals. In effect, the
plan would give the state a new
building for nothing, since rents now
being paid to outside sources would
, be used for construction.
"We probably will ask the 1939
legislature for permission to con
struct It, although we don't think
that Is absolutely necessary.

WASHINGTON, Oct. 7-(AP) The
bureau of biological turvey dlacloMd
today It acquired or began to ac
quire an additional 1131 acrei for
bird refuges In Oregon during fiscal
1938.
Of thfa area, 830 acres were to be
Included In the Bltzen unit and
468 acres In the Malheur unit of
the Ma l hour --.migratory bird refuge
in Humey county. The remaining
348 acres were to be Incorporated In
the Willamette migratory waterfowl
refuge In Marlon county.
The survey previously had acquired
159,089 acres for the Malheur refuge.
Principal species using the Malheur
reserve, officials said, were redheads,
ruddy ducks, mallards, gad walls, cln
namon teal, pintails, shovelers, blue
winged teal, Canada geese, snow
geese, long-billed curlew, Wilson's
snloe. avocet. western wlMett. Wit
son's phararopf , spotted sandpiper.
sandhill cranes, white pelicans, black
and Forster's terns, California and
ring-billed gulls, egrets, black-crowned
night and Treganza's herons,
white-faced glossy ibises and various
grebes.
The refuge also has been used by
mule deer, antelope, beaver, raccoon,
mink and muskrat.
In addition to the Malheur and
Willamette refuges, there are seven
other federal migratory bird and
waterfowl reserves In the state Cape
Meares In Willamette and Meridian
counties. Cold Springs In Umatilla
county. Goat Inland In Curry county.
twer Klamath in Klamath county.
McKay creek In Umatilla county,
Three Arch Rocks In Tillamook coun
ty and Upper Klamath In Klamath
county.
