Planning Council Will
Set Aside Time for Prob
lems of Private Pilots
Private fliers and fixed bane oper
ators will play an Important part In
the program of the fifth Northwest
Aviation Planning Council to bo he'd
here September 16 and 17, It was an
nounced today by A. H. Banwell, pro
gram chairman.
A oertaln amount of time has been
set aslda In the two-day program for
discussion of the problems of pri
vate flying, and questions such as
department of commerce regulations
and legal aspects of private flying
state aeronautic boards and regulation-of
pli vote filers, the future for
private filers and recommendations
for simplified regulations win be In
cluded In the program. These sub
jects will be discussed by Louis A.
"Wasmer of Spokane; Dr. Paul Sharp,
chairman of the Oregon stnto board
of aeronautics, Klamath Palls; Harry
K. Coffey, Portland, and Charles
Smith, Seattle.

A representative of the recently
formed civil aeronautics authority
will attend the council meeting, as
will Major Oeneral Oscar Westerner,
chief of the United States air corps,
and other prominent aviation au
thorities from all over the United
States.
National defense, airports, feeder
lines, airplane manufacturers and
amateur aircraft building are but a
few of the subjects which will be
covered at the meeting.
Although the meeting la a little
under a month away, reservations for
some are being received dally and It
Is expected that this will be the best
attended meeting since the inception
of the Northwest Aviation Planning
Council two yeara ago.

AGE INSURANCE BOOKS
WASHINGTON, Aug. 28. yp) En
rollment for old age Insurance ac
counts has passed the 40 millon
mark, the social security board an
nounced today. New applications dur
ing July totaled 623,289, making the
total 40,097,446.
The board certified for payment In
July 14,000 old age Insurance claims
for $769,062. This brought certified
claims to 184,600 and payments to
16,700,000 since the program became
effective January 1, 1037.

In Washington, tf. C, will be sent
by the bureau to Massachuaetta In
stitute of Technology for special
training In aeronautics and research
work In meteorology, according to
word received here.
The recently created civil aero
nautlca authority gave the bureau
permission to send ten men to school
for tha training, but lack of funds
cut the number to four two be'nj
assigned to M.I.T. and two to Cali
fornia Institute of Technology. Mr.
Randall's Inclusion In . this number
was regarded as exceptional recog
nition of his capabilities.
Mr. Randall came to Medford with
his parents, Mr. and Mrs. D. D. Ran
dall of the American Sunday School
union. In 1933. He graduated from
Medford high school In 1930 and
entered the weather service aa a
mrnor observer here about ten years
ago. After leaving Medford he was
given a number of assignments In
various parts of th country, earn
ing steady advancement. While sta
tioned In New Orleans he worked a
night shut In order to attend Tulane
university, from which he graduate!
with B.S. degree In 1937.
