In private today whether to recom
mend further development of naval
bases In the Pacific.
A general Inquiry Into naval bases
wbb directed by congress In approv
ing the bllllon-dollar fleet expan
sion program. Rear Admiral Arthur
J. Hepburn heads the group making
the first such study In 16 yeara.
Regardless of some open expres
sions of annoyance In the JapaneM
parliament, the navy already has
moved forward tentatively In th
Alaska-Aleutians Islands -area, on
the shortest, most direct route across
the Pacific.
An official order recently dealg
nated Sitka. Alaska, as the navy'B
fourth fleet air base. Westward
acrosa the .gulf of Alaska, at Kodtak
Island, the navy has projected a
66,000.000 base, but congress failed
to vote authorization. Still farther
west, at Dutch Harbor, In the Aleu
tians, official circles understood an
advanced air base is contemplated.
(Expiration at the end of 1936 of
the 1023 Washington treaty, lifted
all restrictions on fortification of
the Aleutians, the Philippines and
other stipulated Pacific areas.)
Familiarize officers and men with
the north Pacific, more than 60 long
range naval "patrol planes are being
put through maneuvers In Alaska
this summer.
Officials predicted that In two or

would require a new administrative
district for Alaska, separating It
