obstacles have been removed for in
auguration of . "Little TVA" pro
ject In the low lan da of South Car
olina. It le the Santee-Cooper hydro
electric and navigation project, to
cost an estimated 37,000,000. Actual
work la not expected to begin until
early fall, but already preliminary
steps have been taken, according to,
the South Carolina public service au
thority, administrative body for the
development.
Since the state legislature approv
ed the undertaking In 1034. private
utilities have attacked It from every
angle. Lower courts over-ruled them,
however, and recently the U. S. su
preme court ended the lengthy legal
battle with a decision favorable to
the project.'
Obtaining data from a private en
gineering firm that first planned the
project 13 years ago, will be the first
step in actual work. A site of 3,000
acres in Berkeley, Calhoun, - Claren
don and Orangeburg countier will be
purchased as a preliminary move.
To Employ 18.000 Men
Approximately 18,000 men will be
put to work on the project, clearing
reservoirs 50 miles long and building
two dams to divert the swift, muddy
Ban tee river down a sharp decllno
Into the Cooper river near Plnopolls,
tn Berkeley county. There power
plant with an output of 430,000,000
kilowatt hours annually, Is to be con
structed. The project also calls for a 175
mlle navigation channel between
Charleston and Columbia, and pro
duction and distribution of suffic
ient electrical current to serve a field
extending from Rallgh, N. C to
Athens, Ga., and eastward to the
Atlantic.
In addition to the electrical out
put, the project Is expected to effect
an annual saving of $1,500,000 In
freight rates.
Officials estimate the project will
reclaim 160,000 acres of farm lands
and permit cutting of 500,000 board
feet of timber while providing a pay
roll of $85,000 weekly for the three
years necessary to complete the un
dertaking. The plan Is to take the San tee's
water across a watershed divide by
means of a reservoir and dam, and
dump It Into the smaller Cooper
river, thus creating electric power
and locks to provide transportation,
2 Lakes To Be Created
Two lakes will be created, one cov
ering 50,000 acres and the other 78,
000 acres.
While no villages will be submerged
as was the case In building the Gll
fcertsvllle dam project tn the Ten
nessee valley, many historic old plan
tations will be wiped out by waters
of the two huge lakes.
The 181.000 acres Involved" In the
project do not Include any railroads
or hard-surfaced highways. Only
9.000 acres are listed as high grade
upland and 80,000 acres are In swamp
land.
Dr. F. H. H. Calhoun, consulting
geologist of Clemson college, report
ed to the authority that within 50
miles of the project are many re
sources capable of development
which are not now used commer
cially. Many Natural Resources
These natural resources Include
marl deposits; phosphate rock, tim
ber for paper and hardwood, granite,
kaloln, sand and other products. Veg
etables for canning, cotton for text
iles and tobaoco are crops most com
monly grown In the area.
The project will follow a course
that was charted 150 years ago when
rich planters built a canal to con
nect the two rivers and act as a
trade artery between Charleston, then
a famous seaport, and upstate South
Carolina.
This canal, 33 miles long, was dug
with slave labor and cost $30,000 a
mile. It required eight years to com
plete. Boats used the canal for many i
years, until seasonal failure of the '
water supply and the growing use .
of railroads made it no longer pro- ,
fi table.
'Today only traces of the once busy
canal remain, and many of the his
toric old plantations along its bank
have long since been abandoned.

Supplementing a teletrram telling of
the death July 6th of Harley Mans
field, former Applegate man residing
at Long Beach,, a letter has been
received giving further details of the
accident.
Mansfield, employed in a mine in
Arizona, had started alone to Long
Beach to spend the Fourth of July
holiday with his wife and daughter.
While still In Arizona he met with s
head-on collision on a curve In which
he sustained a crushed chest, broken
leg, and other injuries. He was re
moved to an Arizona hospital, where
he died with pneumonia three days
later.
The owner of the second car In
volved In the accident was killed In
stantly. Mansfield Is a brother of Robert
Mansfield of Missouri Flat and a
brother-in-law of Fred Benedict, of
Applegate. Burial was at Long Beach.

BLAZE DESTROYS
BAKER, July 31. (AP) All of the
buildings and equipment on the
Hidden Treasure mlno located In the
Virtue tiistrlct near Baiter were de
stroyed and Mike Hoff and Miles
Rombaugh, the owners, were burned
Wednesday when flames started by a
gasoline explosion swept the property.
The loss, estimated at from 112.000
to $15,000, was not covered by insur
ance. Rombaugh was badly burned on
the arms and face and Hoff was
burned on the face.
The owners were Installing a new
engine In a cyanide test plant, which
had Just been completed, when the
explosion occurred. An old gas tank
without a cap fell over and mine
lamps Ignited the gas.
The French have created oases
In the deserts of Algeria by sinking
artesian wells.
