THE DALLES. June 25. (AP) A

beverages under the state liquor con
trol commission and make possible
the collection of damages from the
commission .for the Improper distri
bution of Individual liquor permits
was sanctioned today by the 86th an
nual session of the Oregon conference
of Methodist churches.
The conference unanimously adopt
ed a proposed bill, sponsored by Hay.
ward Johnson, after a petition was
approved by the temperance com
mittee. The bill provides that, beverages
be sold only upon permits and that
protests against the Issuance of per
mits may be filed with the commis
sion by anyone having a "direct fin
ancial Interest." Including the wife,
husband, son, da ugh tor, father, moth
er, brother or sister.
The mere filing of such a protest
would make It Illegal for the com
mission to Issue the permit. The bill
provides that the commission would
be liable to persona suffering dam.
