Chairman Carpenter of
County Relief Committee
Says Burden On County
Funds Shows Big Growth

yesterday In the Med ford hotel,
Alfred 8. V. Carpenter, chairman of
the Jackaon county relief committee,
presented an enlightening picture of
the work of the committee through
out the county.
Mr. Carpenter stated that In spite
of the generoua assistance of the
federal government In connection
with the financing of relief, the
burden upon local county funds has
Increased to the point where other
county projects, such as road build
Ing and maintenance, have had to
be curtailed. In proof of this Mr.
Carpenter read an extract from a re
eent news Item which stated that
the county would be forced to aban
don several proposed road Improve
ments end curtail others for lack of
funds.
$83,373 Budgeted
According to Mr. Carpenter the
Jackson county court budgeted . to
tal of (83,373 for relief In the current
fiscal year. This money finances the
following programs: General assist
ance, $31,640; old age assistance.
44,100; blind assistance, tl.lOO; aid
to dependent children, (0.633. In
moat of these programs either the
atate or federal government contrib
utes a like amount, which means
that the total cost to the taxpayer
for relief In this county for the cur
rent year would bo In the neighbor
hood of (175,000. Mr. Carpenter said.
He pointed out that In addition to
these programs and this expenditure,
there are still the WPA. the CCC
and the blister rust control pro
grams, the EH. A. and the farm se
curity administration.
Petition Signing Evil
Mr. Carpenter said he particularly
regretted the tendency on the part
of the average citizen to sign peti
tions requesting the county relief
committee to grant old age assist
ance without taking time to Investi
gate whether actual need exists. He
cited one case in- which about 30
bualness men had signed a petition
requesting the committee to grant
assistance to a man who had two
relatives legally responsible for his
care and entirely willing to assume
the burden which they had been
doing right along.
Investigation by the case workers
of the committee revealed that a
number of the signers of the petition
knew nothing about the man's con
dition but had Amply signed the
petition because they believed that
all persons more than 65 years of
age are entitled to a pension, Mr.
Carpenter related. He pointed out
that In Oregon there are no old age
pensions at present but only old age
assistance and that this la given
only to 'those who are actually In
seed and have no one legally respon
sible for their care.
Mr. Carpenter revealed that during

ceived 339 new applications for sa
il stance.

Abbott, superintendent of schools, has

tend school the same as others under
18. The order affects 40 Jockeys at
the Bay Meadow tracks alone. Spe
cial classes will be held at the race
course.

riding Roosevelt's Veto

WASHINGTON. June 18. (IP)
A bill to continue low interest rate.i
on certain federal farm loans became
law today, despite objections by Presi
dent Roosevelt.
The senate, following similar action
in the house yesterday, voted to over
ride Mr. Roosevelt's veto of the legis
lation. The house vote to override
was 344 to 67.
The senate vote was 67 to 18.
The legislation, sponsored by Sena
tor Olllette and Representative Ble
mann, both Iowa Democrats, will con
tinue through June SO, 1940. the 3
percent Interest rats on certain land
bank loans and the four percent rato
on land bank commissioner's loans.
In vetoing the bill, Mr. Roosevelt
said it would coat a total of $308.

The measure would continue until
June .10, 1640, a 3' percent rate of
Interest on federal land bank loans
and a four percent rate on land bank
commissioner's loans.
The contract rate on the loans Is
6 percent or higher, depending on
the time they were made.
President Roosevelt said, In veto
ing the measure, the land bank Inter,
est reductions would cost the treas
ury 143.500.000 by July. 1039. and
that if they were extended until
July, 1940, the cost would be $183.
900.000. The land bank commissioner
loans, he said, would cost 34.800.000
if the low rate was extended to July,
1940.
CRASH VICTIM GIVEN

DALLAS, Ore., June 18. (AP) A
verdict of 8147.33 in favor of the
plaintiff was returned around mid
night last night by the Jury hearing
the Sherrard vs. Werltne damage
case. Sherrard sued for 01,000, the
largest single action of its kind ever
brought into court here, following
an automobile accident near Inde
pendence last December.
