DETROIT, Juno 16. (P) A pro
gram of co-operation between IaW
and Industry aa a means of averting
Industrial warfare was urged today
by Lewis O. Hlnes, organizational di
rector of the American Federation of
Labor.
In an address prepared-for delivery
before the annual meeting of the Ad
vertising Federation of America, Hlncs
said:
"We believe that co-operation be
tween labor and Industry can do more
than anything else to bring this na
tion back to a prosperous condition."
Industrial Symposium.
Htnes' address was made at an In
dustrial symposium at which Bennett
Chappie, vice-president of the Amer
ican Rolling Mill company, also spoke
Chappie said, "This nation Is richly
endowed with all the -essential re-1
qulrements for Industrial prog
ress except one, and that Is under
standing." He asserted "the time has come"
for Industry "to open wide Its gates
and let the public know what goes
on -Inside the factory walls.
W. J. Cameron of the Ford Motor
company recommended to the adver-1
tlsers this afternoon ft study of the
state of mind In Canada.
"Canada." he said, "knows It has
a Canadian government at Ottawa, not
exiled Russians or men with collapsed
Ideas from overseas, and that It has
a premier who doesn't grab at new
social systems overnight or Jam the
Kingdom of Heaven through parlia
ment before adjournment."
1 Radio Censors Advised.
Radio broadcasters were told by
Edgar Kobak, vice-president of Lord
& Thomas, New York, to tighten cen
.lorshlp and pioneer new programs..
Speaking at a meeting of the Na
tional Association of Broadcasters,
meeting In conjunction with the ad
vertisers, he said, "the very structure
of business seems to be under fire"
but assured broadcasters that if they
tune their programs to public taste
"the Independence of the radio In
dustry can be preserved."
Donald R. Rlchberg. former NRA
administrator, urged Industry, labor
and government today "to cease war
fare and sit down around the council
tables of peace."
"In all three groups," he told the
Advertising Federation of America,
"are exceedingly active and aggrS
slve warmakers who want no peace
unless they can dictate the terms.
"Some of these," he continued, "are
hard-headed zealots who honestly be
lieve that government or management
or labor must boss the economic sys
tem. Some are narrow-minded, un
scrupulous self-seekers who. In their
desire for power or money, are ruth
less enemies of any opposing private
or public Interest.
"It is the public clamor and the
private Intrigues of these war-makurs
that break down every effort to draw
peace-loving men together In a joint
adventure of public service."
Age of Conruslon.
Rlchberg asserted an economic
constitution was needed to maintain
a competitive system of private en
terprise. "We live In an age of confusion
and Insecurity," he- said. "It be
comes more and more difficult for
government to preserve the peace as
more and more people go to quarrel
ing over how they should develop
and control their common enter
prises and how they should share the
products.
"At the same time, millions and
millions of people, suffering from un
employment and (Inadequate rewards
of labor, become much more Inter
ested In changing the rules of the
game than In preserving either peace
or fair play.
"What we need today Is an eco
nomic constitution a declaration of
those fundamental principles under
which a democratic people can main
tain a competitive system of private
enterprise that will offer to eveiy
person capable of self-respect the op
portunity to earn a decent livelihood."

state fish commission demanded a
thorough study of the effect on fish
life today before government ap
proval of dam construction and flood
control projects,
"It Is essential to study the effect
upon established Industry," said
Merle Chessman, commissioner from
Astoria, "rather than limiting It to
the visual benefits of the future."
Hugh Mitchell, hatchery supervisor,
predicted an excellent egg take for
salmon this year because limited
catches permitted fish to reach up
river stretches.
