Under New Desmond-
Breitbart Legislation.

days. A 72-hour Interval now Is re
quired bo t ween license and ceremony.
Blood Text Needed.
Required by the new law: A pre
marital examination and blood teat
of both the man nnd woman, showing
them to bo free from syhllls In a
communicable form.
Instead of going to the marriage
clerk flrjrt. the prospective bride and
groom; mitat go to their doctor, who
makes an examination and arranger,
for a blood test.
The physician of each sends a blood
specimen to an approved laboratory,
which send a confidential report to
the physician after analysis. This
ordinarily requires four days.
Without the physician's certificate
of a clean bill of health nnd the Inn
oratory statement that the test waa
conducted, no licerwe will be Issued.
With their license application, the
couple must present to the clerk only
one extra paper a form filled la at
the top by the laboratory director
and below by the physlclsn, to be
filed with the license clerk.

(AP) Murder charges alleging a
farm woman directed her lover to
drown her husband so they could be
free to move to a city together was
filed against the pair here today.
Neighbors of Benjamin Franklin
Matthews, 63, had been told he
drowned Sunday while attempting to
swim a riooded slough on his farm.
County Attorney R. K. Harris said
he had oral statements from Essie
Matthews, 37, the widow, and Leon
ard Overcast, 37, Oklahoma City, ad
mitting they plotted the death of the
m ldd Ic-aged farmer.
"We talked it over Friday," Harris
quoted Mrs. Matthews as saying,
"and I told Leonard to drown him.
We talked It over every day."
Sunday, "Leonard was standing In
the slough," Harris quoted Mrs.
Matthews as relating. "Frank (the
husband) was on the other side.
Later I went out and saw Leonard
on this side and Frank in the
slough.
"I said: 'Push htm under like we
said this morning push him under!'
Leonard went back and caught him
by the throat, pushed him back and
under and held him until he drown
ed. I stood and watched."
Then, Harris said the widow told
him, she turned to find that the
children, Gcno, 0 nnd Rose Lee, A.
had been witnesses to the drowning.
Hho snld she threatened to whip the
boy If ho told.
Suspicion turned to the couple
Harris said, when they came here
to sell Matthews' goats. Undcrsherlff
J. 0. Engle said Overcast was wear
ing some of Matthews' clothing. The
couple told different stories, he said.
