SALEM, May 6AP) Open war-
ton between the State Federation
of Labor and the Oregon Common
wealth Federation oyer endorsement
of candidates In the primary elec
tion to be held two weeka from to
day highlighted political develop
menu this week.
The battle started when the Salem
tradeg and labor council asked the
Federation of Labor to support Roy
R. Hewitt. Salem attorney and can
dldate for the supreme court against
Chief JustlM Henry J. Bean.
The State Federation of Labor re
torted hotly that It would not sup
port Hewitt becausa he was spon
sored by the Commonwealth Feder
ation. It added that it would sup
port Bean, a supreme court Juattce
for 36 years.
Barkdoor To C.I.O.
The labor group said It would not
b allied with the Commonwealth
Federation because "It Is the back
door to the C.I.O.," and pointed out
that William Oreen, president of the
American Federation of Labor, ad
vised state labor federations not to
become allied with labor's Non
Partisan league, sponsored by John
L. Low la, C.I.O. loader. The State
Federation of Labor charged that
th Commonwealth Federation haa
Joined bands with Lewis' political
cohorts.
The Commonwealth Federation will
meet In Salem Saturday and will
announce lta favored candidates, the
list expected to Include Henry Hess
of La Orande, labor's candidate
against Oov. Charlea H. Martin.
Although the State Federation of
Labor and the Commonwealth Fed
eration are at opposite poles,, both
are expected to support many of the
same candidates, Including Haas and
Willis Mahoney, candidate for the
democratic nomination for United
States senator.

Whether the Hess forces are able
to keep peace among their various
supporters will be a fartor In de
termining whether he or Martin
will lie nominated.
Ben Osborne, head of the State
Federation of Labor, said In an ad
dress at Marshfleld this week that
Governor Martin, who haa fought
labor terrorism, opposed all labor,
Osborne urging the 50.000 A.FL
workers In the state to vote for
Heaa.
After Osborne concluded, an A.F.L.
worker, woarlng a Martin for gov
arnor button, rebuked Osborne by
saying the A. F. L. members had
enough Intelligence to vote, as they
saw fit.
With the exception of the dmo
era tic gubernatorial race, thin year's
campaign has been one of th dull
at In many years.
The only candidates who have
been making active campaigns are
Governor Martin. Henry Hess and
O. Henry Olecn. all democratic can
didates for governor; Charles A.
Sprague, Republican candidate for
governor, and Willis Mahoney, Demo
cratic candldnto for U. S. senator.
Republican candidates who have
been trying to coming the voters
that the O. O. P. Is not quite dead
were borne out this werk when regis
tration figures showed that Oregon
till Is In the Republican column by
a 10.000 majority.
But since pre-New Deal days In
1033, the Democrats have whittled
down the Republican majority of
174.000.
The highway commission's feiira of
a month ago that the federal gov
ernment wouldn't come through with
lta 1038-41 frattrnl road aid for
states apparently were Justified, be
cause the com mi Ml on had no Indi
cation that President Roosevelt would
begin a new spending program to
fight recension.
The aarne day that the commission
telographed Washington requesting
that the 1038 and 1930 road money
be allotted, the president announced

get Wie road money.
This week the highway commission
received word that the imo and
1041 funds would be considered Im
mediately by the house, tf both
houses pass the measures, as ex
pected. It would assure Oregon of Its
full share of federal road money
until July 1. 1041, amounting to
3.135,000 ypsr.
Although the stAte unemployment
Insurance commission has paid out
3.350.000 since benefits began on
January I, the com mission's reserve
fund hat. decreased a net of only
900 000.
The reserve fund was afl.ooo.ooo
on Janunry 1. while today It was
as. 100 .000.
The 3.7 per cent tax on payrolls
prevented the fund from shrinking
at a rat equal to the amount of
benefits paid.
Of the 64 337 claims filed, 46.466
have been found valid. All unem
ployed with" vsltd claim will get
their checks unless they find work
