SALEM, April 32. (AP) Charges
of "dirty politics" and Announce
ment of the State Federation of
Labor's preferred list of candidate
tn the May 20 primary sent Oregon's
gubernatorial campaign Into Its
start this week.
O. Henry Oleen, St. Helens, can
didate for the democratic nomina
tion for governor against Oovernor
Martin and Henry L. Heas of La
Grande, resented mightily the as
sorted at temp to by the Hess forces
to Influence Oleen to withdraw. He
said the attempt was "the dirtiest
piece of politics ever attempted In
Orecon."
Oleen's withdrawal would permit
a clear-cut scrap between Martin nd
Hem.
Frwln Admit Letter
Subsequently Dr. Ralph Erwin,
Multnomah county coroner, who
withdrew from the gubernatorial
race, said he had written a letter
upcn which Oleen based hla charges
and that he wrote of his own voli
tion after he heard Oleen might
withdraw. The doctor said all he
pointed out. as a friendly act. was
how Oleen could get hla filing fee
returned and that was the only pur
pose of the letter.
The State Federation of Labor's
endorsement of Hess and Its oppo
sition to Martin was no surprise,
since Martin's wnr on labor terrorism
has sent some of the federation's
men to the penitentiary. The feder
ation described Martin aa "domin
eering and given to explosive pro
fanity." Martin shed no tears over the
federation's action, asserting he
"pleaded with them not to endorse
me. I wouldn't want the federation's
kiss of death."
Labor Only Issue
Bo far, there is only one major
issue tn the democratic gubernatorial
primary, that being labor. Indications
are that this will remain the only
issue.
The Initiative measure of the As
sociated Farmers of Oregon, which
would outlaw Jurisdictional disputes
and open union books to inspection,
also will have a marked Influence
In the campaign. Sponsors assert
that they have almost the required
20.020 signatures of voters to assure
the bill a place on the November
ballot,

Charles A. SpragUe, Salem pub
lisher, so far is the only one of the
eight Republican gubernatorial can
didates who has waged an active
campaign.
He opened Ms campaign in Port
land Monday with a radio address
in which he spurred his party to
make a determined fight. He criti
cised the Republican "defeatist" at
titude, pointing out that Republi
cans captured a U. 8. senatorshlp
and five out of six state offices at
the last general election. He also
said that Republicans led the Dem
ocrats In registration at the last
count on February 1, the margin
being about 233,000 to 200,000.
The State Federation of Labor en
dorsed Spraguc. asserting he "has
not Joined the extremists In meas
ures oppressive to labor." The fed
eration said that a Republican would
hare an excellent chance In Novem
ber If Martin received the Demo
cratic nomination.
Registration totals for the state
will be announced In about
weeks, and It la likely that the Re
publicans, who were 33,000 ahead of
the Democrats two months ago, will
keep their lead.
However, if enough persons chang
ed their reglstrat.on from Republi
can to Democrat before the book
closed Tuesday, the Democrats might
go into the lead for the first time
since Oregon became a state In
1859.
The total registration for the pri
mary. Tour weeks from today. Is ex
pected to be about 450.000. about
10.000 short of the record for the
1938 primary. Many dust bowl refu
gees are expected to swell the total.
Of the 872 convlcta at ' the state
penitentiary who have appeared be
fore the parole board In the past
three years, 325 have received their
paroles. To be eligible for parole a
convict must be a first-termer and
must have served one-third of his
sentence.
Now the governor must approve
the hoard's action on each case, but
the board will ask the 1P39 lesisla
ture to take this power from the

victs are automatically discharged

abolished and that trere be substi
tuted a system under which con
victs can be brought back to the
prison if they violate any laws.

forest during the coming season, ac
cording to Information released by
local forest service headquarters to
day. "Applications to gran stock on
the national forest range, except for
10-year permits, are submitted to
the supervisor each year and ap
proved on th basis of the permit
tee's commensurablllty rating, record
of psst use and the availability of
forage. All of the range on this .for
est Is being fully utilised and we
are unable to approve any appli
cation by new permittees." stated
Forest Supervisor Karl L. Janouch.
"Summe? range In the national
forest, whin feed on the lower ranges
hsa dried up. Is essential to the suc
cessful operation of most stock
ranches of this community and it
Is our objective to manage this re
source on a sustained yield basis
which will tend toward stabilization
of the stock Industry here," Mr.
Janouch said.
Losses Reduced.

been greatly reduced by poison plant
eradication project which were car
ried on during the past two years
by CCC enrollees. the forest service
release said. Work of this nnture was
done last year on the Big Butte.

"The stockmen look upon the na
tional foreat range aa a part of
their ranch unit and are very co
operative with the forest service In
matters of range Improvement and
distribution of stock on the range
to prevent overgrazing," It was said
In the release.
"Most of the sheep grazed on the
forest are from Klamath county and
graze on ranges east of the summit
of the Cascades in that portion of
the forest which lies in Klamath
county.
"Improved moisture conditions were
an important factor in making last
year a good range season and Indi
cations at present are that 1938 will
also be favorable from a forage pro
ducing standpoint."
