Oongreu neared the end of the third
week of Its special session today
without completing any part of Presi
dent Roosevelt's program.
Debate on the farm bill continued
at a leisurely pace in both chambers,
causing house leaders to abandon
hope of a final vote there this week
end. Nor was the conclusion of talk oy
senators In sight. Senator Borah (D.,
Idaho) unleashed his oratory against
the bill at the opening of the day's
session.
In a lengthy speech, he said the
mpasure would complete 'bureau
cratic control" over farmers ana
would entail "the reduction of crops
at a time when there are millions
of hungry and needy persons In the
country."
New Fight for Wage Bill.
Backers of the wage-hour bill, a
second Item on the president's spec
ial session program, 'began a new
fight to save the mrasure from re
vision. Critics were plotting to mod
ify or defeat It.
A house subcommittee, meanwhile,
considered a constitutional amend
ment or act of congress to permit
federal taxing of $14,854,000,000 01
state and municipal secutitels and
stste and local levies on $35,548,000.

tration." Borah shouted.
"Mr. Hoover was the author 01

history of the United States In the
history of the world to propose
scarcity as a cure for economic ills.
"If there Is any glory In this
philosophy which we now are enact
