lace. Cotton farmers are receiving
less for their cottonseed this year
than In any year alnce 1015, with the
exception of the depression yeara of
1031 to 193S. The average price re
ceived by farmera In September this
year was S10.25 per ton. while tne
average price they received In 1036
S38.41 and, In 1035, $31.10. crude
caah quotations on cottonseed oil
have recently been 6 centa per
pound. This Is the lowest since quo
tations have been recorded, begin
ning In 1030, with the exception of
the three depression yeara.
Prices to be paid and the quanti
ties to be purchased are being con
sidered by triple A and federal sur-
plua commodltlea corporation offi
cials. Both crude and refined oil
will be purchased under the program

tor Logan. Applause Is still echoing
from the convention of the American
Bar association for the "administra
tive review" Idea which the Kentucky
nolon plans to ask congress to enact
Into law.
Administrative review means grant
ing a, citizen or corporation the rlghU
of appeal to the courts If he feels
he has been given unfair treatment
by certain government commissions
or agencies. For Instance, If a radto
station owner were denied a license,
under the proposed law he might j
appeal to the district court of ap
peals. The same might be done with
regard to & decision of the board ol
tax appeals, or any agency licensing
a business.
When senator Logan didn't appear
at the convention to read his paper
on administrative review, as sched
uled, some of the cynics suggested
his Illness, offered as an excuse for
his absences was "diplomatic" since
the bar meeting was anything but
