PVERYTHING that goes

Por a number of years, the people of this country have wit
nessed the sensational ascent of President Roosevelt, to the
highest point ef personal popularity ever attained, by an occu
pant of the Whit Bouse.
Now they are witnessing the inevitable descent. It is bring
ing joy to the heart of his enemies, sorrow to the hearts of
his friends. But joy or sorrow the emotional reactions will
have no effect upon the result.
IITHAT that result will be, whether it will be fatal crash,
or merely painful shock, beneficent to the victim in its
final consequenoes, depends as we see it, solely upon the
President himself. 1

undoubtedly the best educated man, ever to occupy the White
House. It Is reasonable to assume, that no one knew better than
he, that the phenomenal popularity he enjoyed could not last.
In the entire political history
Sooner or later that upward curve is matched by a downward
one, action and reaction are alike. This is a law, not only
in the realm of nature but in politics.
So psychologically at least
This turn in the tide of personal popularity could not have
taken him unawares. But as he descends from the clouds
toward the too solid-earth, his friends are filled with conster
nation. They know he has a parachute. But as they watch
that precipitous descent, they can detect no sign of an effort
to pull the cord that opens it.
IITHAT'S happened! What's wrong? Has the President

And with that is the realization that if President Roosevelt
persists In his present course and crashes, his program and all
it represents, crashes with him.
And that program is the important thing. Not what hap
pens to Roosevelt, but what happens to the political philosophy
he represents, is the factor that may well determine the future
fate of this country and everyone in it.
Roosevelt could go smash, his program survive and go on,
under different leadership, there would be no particular
cause for such alarm a is aroimed by the present spectacle in
the heavens.
Kor when the welfare of a nation is at stake, what happens
or doesn't happen to any individual is of no real concern.
But unfortunately that can't be done. It never has been
done in a democraay, it never will be.
If Roonevtlt goes down aa a leader, his program , will go
down with him. There will he
not only put another party in
the destruction of his program.
"piIAT would pleas plenty of entirely respectable citizens.
. But it wouldn't please this paper. Such an outcome to
our mind, would bt a calamity. And it is that calamity we see
unfolding before our eyes, with no power to avert, that at the
present moment, is canning us, and we believe thousands of
others like us, such anguish and concern.

that rip-eord, abandon hia conrt plan, accept defeat in
one field, where victory can only injure him so that he may
win in th larger and more important one.
We find no particular consolation in the fact that if he
crashes it will be his fault, hs will hav only himself to blame.
That would give certain of his critic the pleasure of aymjj
"we told you so" but it would do nothing to prevent th
destruction of hi program.
And that, as before stated, I the all important thing.
It is not what persistence in this effort to pack the Supreme
Court, will do to the President; but to hi effort to bring about
a new deal in this country a new one and NEEDED one,
that is this paper's concern, and should be the concern of all
who believe in hi program. j

day, was founded five years ago at
Hart Mountain, In southeastern Lake
county.
Its purpose ws to prsserve ths
herd of wild antelope ranging in the
Hart Mountain country. This herd
was estimated at from 5.0OO to 10.-
000 animals. It Is probable that the
smaller number waa more accurate
than the larger.
Th objective was to make the Hart
Mountain country Into a great game
reserve dedicated perpetually to the
protection of wild life.

The Hart Mountain country was
already largely public land, but in
cluded In It were large areas of deed
ed land. Practically all this deed land
has now been acquired by the gov
ernment, and placed under the eon.

Some 370,000 acres art now In the
reserve.

stockmen hsd rights, and they

ference have been Ironed out, and

few years ago, are beginning to ap
pear again. The mul deer ara mul
tiplying. One party counted upwards
of 40 on Sunday on the mountain.
The enthuslastt who gathered five
years ago and dedicated themselves
to a cause or, beginning to see re
sults. THE Hart Mountain country is to
be kept as t PRIMITIVE area.
Roads are not to bs encouraged.
There will be no hotels. If you go
there, you must put some of your
own labor Into the going. When you
get there, you must slsep under the
stars.
If you don't like that aort of thing
STAY AWAY for you will be out of
place. But If your pulse qulckena at
the tangy scent of sage In the hot
sun and your breath comet faster
at the horizons sweep backward Into
th dim, hazy distance, you'll love
the Hart Mountain country and ones
you've seen It you'll never more be

Due to complaints emanating both
from within and without California
concerning treatment of traveleri at
border quarantine stations, the Stat
Chamber of Commerce appointed a
committee of outstanding representa
tives of Industry and agriculture "to
review the entire subject of the val
ue and necessity of border quaran
tine." The report concludes that the pol
icy of protecting California's agricul
ture and business through the estab
lishment of border quarantine is
sound, that border quarantines are of
Inestimable value to the entire atate,
are bslng efficiently administered, and
should be maintained at a high level
of efficiency.
