Mlchal Billester
Russia today as compared to the
regime of the czars wilt be explained
by Michael Billester. native -vrn Rus
sian. In illustrated lectures at morn
ing and evening services In the First
Baptist church today.
Mr. Billester, announced as an out
standing authority on Russia, will
relate from first hand, uncensored
knowledge, facts of Russian life since
the revolution. He resided In Russia
for sixteen years before the revolt and
visited the country again In recent
years. During his visit he took pic
tures which he will use to Illustrate
his talks.

lot title for the Initiative measure to
tax chain stores was completed today
by Attorney-Oeneral I. H. Van Win
kle. The tax ranges from $1 for one
store to 6750 for all stores in excess
of 50.
The preliminary petition, filed by
Harold E. Carlson, represenatlve of the
Portland Independent Merchants' as
sociation, will go on the ballot at the
November. 1938. general election if
the required number of signatures

the franc plummeting downward to
its lowest level In eleven years and
raised fears In Wall Street of a sec
ond financial crisis In Paris within

York, the rata here being baaed on
the London quotation wbere excited,
trading ruled a French funds were
poured Into the market.
