PORTLAND, July fl. (AP) The
state highway commission let con
tract of four projects costing more
than a quarter of a million dollar
and rejected bids on two others as
being too high, ending Its regular
meeting here Thursday.
The largest Job, the grading and
paving and other construction on .85
miles of the south Yamhill river sec
tion of the West Pacific highway In
Yamhill county, went to the Moun
tain Statea Construction company of
Eugene on Its bid of $158,131.

The projects to be readvertlsed are
the Lake county line-gap section of
t'.e Central Oregon highway In Har
ney county, and the widening and re
modeling of the Union avenue bridge
over Sullivan gulch lh Portland.
Low bids on the projects were War
ren Northwest, Inc., Portland, $75,799,
and GlUpln Construction Co., Port
land, $70,353. respectively.
Tom Waters of Klamath Falls was
told that no money Is available this
year for Improvement of the Klam-
ath-Lakevlew highway.

which Mrs. Roosevelt signed In 1935
for radio broadcasts. It stipulated
he said, that after each of ten pro
grams the sponsors (the Shelby
Arch Preserver Shoe company waa
to pay $3000 to the American friends
service committee, Philadelphia.
"If ahe can avail herself of
loophole." Fish said, "then anybody
else In America can do the same
thing."
Pish said also he believed the com
mittee should call for the Income tax
returns of James Roosevelt, eldest
son of the president; Mrs. Anna
Roosevelt Boettlger. the president's
daughter; Secretary Morgenthau of
the treasury, and his father. Henry
Morgenthau. Sr.; Harry L. Hopkins,
works progress administrator, and
John L Lewis, chairman of the com
mittee for Industrial organization.
$1 for Radio Talks.
The contract, as read by Pish,
provided that Mrs. Roosevelt waa to
receive a consideration of $1 only
for talks on "Women Today."

the contract, pish said, was to re
ceive $1000 as commission on each
broadcast and $400 was to go to
Mrs. Nancy Cook. He did not Iden
tify the latter.
"I submit," Fish asserted loudly, j
"that the contract I read to you for
broad casta by the wife of the presl-
dent was money she earned as much
as money ever was earned by any
body. "She directed where It would E
and controlled that money."
Went to Charity.
He said the $3000 for each broad
cast was for charitable distribution,
as directed by Mrs. Roosevelt.

Mrs. Roosevelt by asserting that he
had not the "slightest degree or 111

holes are of recent date and "then
went on to Indict all who use loop
holes as unethical. Immoral and in
decent." The statement, he added, was

tary of the treasury."
The New York congressman said
he had no Intention of making any
charges against the president, or of
asking for his tax returns.
He planned only, as regarded the
president, he said, to file a copy
of a statement he claimed the chlel
executive made In which. Pis con
tended, Mr. Roosevelt admitted tak
ing advantage of tax law loopholes.

The first major player transaction
In the Southern Oregon league was
revealed yesterday by Roy Deo, man
ager of the first-half champion Cres
cent City club, when he announced
the acquisition 'Lefty Baker and
Bert Loeffer of Roseburg.
Baker, a left-banded hitting out
fielder. Is clouting at a .433 clip
and Is second only to Orvilte Pram
stcd of Crescent City for the league
batting lead. Loeffer, a third base
man, had appeared In only one game
for Roseburg.
Deo said that the two players were
released by Roseburg so that they
could procure employment In the
coast city. The added batting power
