event of a siege by an enemy fleet.

A. Drum. U. S. armv. organizer of
a new branch of the army known
as the service command.
Officers assigned to this command
are detailed to each of the eight
islands of the Hawaiian group to
study food production and consump
tion. At the completion of these pre
liminary studies concrete plans for
emergency farming wilt be formed.
Aiding the army Hi tnis branch of
the service is the federal department
of agriculture's experiment station.
These tests are carried on In devel
oping crops that can be planted
without delay to provide an emer
gency supply of staple vegetables
and fruits if the chief source of
foodstuffs the United States Is cut
off by an enemy blockade.
Under normal conditions Hawaii
has less than two months supply of
foodstuffs on hand. Under the plan
ned system of emergency farming
specially -produced crops would aug
ment this reserve within a few
months of the time they were plant
ed.
Proof of the Islands' dependence
on other parts of the United States
for the greater portion of Its food
is evidenced by the department of
commerce reports showing that dur
ing; the past fiscal year of 1936 the
territory found It necessary to pur
chase for Its civilian population
alone, which numbers nearly 869,000
persons,, 16,896,819 pounds of pota
toes; 1,043,313 pounds of dried beans;
5,553,400 pounds of onions; 1,332,775
pounds of baked beans; $3,000,000
worth of fresh fruits; $3,000,000
worth of fresh and prepared meats;
$734,397 worth of fish, and $1,623,
938 worth of eggs.
In addition to the civilian popu
lation, army and navy forces sta
tioned on the Islands number Ap
proximately 15,600.

supply for France's modern motor

solved, according to Charles Baron,
prefect of the Hautes Alpea depart
ment and chief of the powder fac
tories of France.
His statement was made following

duction of a synthetic on fuel, a
substitute for gasoline.

are being shipped from this port
every week, according to estimates.
The metal goes to Italy. Japan, Pen
land. Belgium, England, Germany and
Mexico,
Huge piles of scrap Iron, copper,
brass, aluminum and tin cans can
be seen hare one day, but they are
gone the next. Relatively high prices
are being paid by foreign nations
and the Junk business haa brought
boom times to thousands.
Today great combines and syndU
cstea have been organised to handle
the nation's caat-otf metals. These
combines work through the parent
company down to the rag-a-mufflna
of the alleys who wander through
the back streets picking up Iron,
cans, brass snd copper to sell for
a few nlokela to the local agent. The
agent In turn sells It to a trucker.
The trucker hauls It to the com
pany dump and again sells It for a
good profit.

parts, form the most lucrative Items
of the trade, but Iron bolts, discard
ed nails, pipes, radiators, all go Into
making up a full cargo tor a freighter.

when they ean carry a full cargs
ot scrap. One voyage out of New
Orleans to Japan paid 180.000 tn
freight rates. Such cargoes an lead
ed by the shipper, with freightage
paid by .the consignee. The consignee
also unloads the cargo.
