In the supreme court's epochal
decision of Monday, the purpose of
the Wagner labor relations met 1 to
"safeguard the right of employes to
self -organization and to select repre
sentatives of their own choosing" to
bargain with employers regarding
wages, hours and working conditions.
THAT Is a fair and reasonable pur-
pose.
If employers have (and they cer
a talnly DO have) the right to get to
getner In organizations and bargain
with the public, employes have the
right to organize and choose repre
sentatives to bargain with their employers.
nusiNESS Is bigger and more closely
organized than It used to be.
and the expressed purpose of the
Wagner labor relations act la to en
able employes to meet bigness with
bigness and to meet organization with
organization.
The employes organization Is the
union, and the Wagner labor relations
act strengthens and back up the
unions In their dealings with em
ployers, giving them powers they had
not previously possessed.
TNFORTUNATELY. the Wagner
act, while conferring greatly
added powers upon the unions, does
not Impose corresponding RESPON
SIBILITIES upon them.
Thus we have seen the strange
spectacle of the sit-down strike, in
which the property of employers Is
seized and held for ransom and when
the employer appeals to the law In
an effort to get back possession of
what is admittedly his property the
unions refuse to comply with the
orders of the courts until their de
mands are met. While this la going
on, the public has to tit by helpless
and suffer.
That Is what comes of power with
out responsibility.
THE Wagner labor relations act Is
an .effort to accomplish some
thing that ought to be accomplished.
In a world In which business la big
and closely organized, labor can not
hope to secure Its rights unless It
also Is big and closely organized.
But In a civilization that is based
upon law, and in which the public
, holds the balance of power, labor can
not hope to secure Its rights unless
its leaders are willing at the same
time to acknowledge their RESPON
SIBILITIES. If things go on as they have been
going on, labor will lose the sym
pathy of the public, and if that hap
pens It will lose far more than It
has gained by the Wagrer labor re
lations act.
npHE Wagner act is the law of the

land, adopted by the repreaenta-
tlvea of the people and now upheld
by the highest court. All good citi
zens hope that under It the rights
of labor may be made secure and
lasting Industrial peace may be
brought about.
But if that la to be accomplished,
labor must have leadership that will
not only accept and use the powers
conferred upon it but at the same
time will accept and acknowledge the
y responsibilities that go with power.
The Wagner act is not specific
enough on that point. ,

world commodity prices, stock mar
ket leaders retreated fraction to 2
or more points today.
Although a little support arrived
for the list in the final hour, many
issues finished not far from their
low levels of the day.
Chilling speculative sentiment, es
pecially lor staples, were rumors ol
a European peace move, wltL the
possibility the powers might decide
on an arms conference in the near
future.
Coppers were among the principal
losers and steeia lacked vigor. Sev
eral electrical equipments, rails and
specialties Improved on actual and
prospective earnings.
Transfers were around 1.000.000
shares.
