BOY SCOUT MEET
Over two hundred attended tle Boy
Scout rally In Ashland last Friday
evening. The affair took place in
the Junior hUh school gymnailum,
with Troops 13 and 18 of Ashland
competing for first honors. The rally
cup winner of the Medford district
rally. Troop 8, and the Southern BIs
.klyou district winner. Troop 33 of
Weeo. were both In attendance and
furnished songs, yells and a display
of their coveted trophies won st their
respective rallies.
With a score of 9370 out of a pos
slble 3478, Troop 18, Ashland, won
the .trophy, whloh was a huge pair of
elk antlers awarded following a very
appropriate presentation talk by Pro-
Jeaeor Vlning of Ashland, ncout
master Rude and Asslstsnt Mayberry
of Troop 13 accepted the award on
behalf of the troop.

plsce, taking the lead from Troop IS

man. Sfl, in the Columbia county
Jail today while It Investigated the
killing last night of Walter Van
Blarlco, about 40, a logger, at a resi
dence near here.
The aherlff aald preliminary In
vestigation Indicated both men had
been drinking and had engaged In
an argument during which Coleman
was quoted aa saying Van Blarlcom
took a rifle and hit hlin over the
head, breaking the stock.
The officer said Coleman, whose
head waa bruited, told him he seised
the rifle and struck back. No charges
were filed pending an Inquest this
afternoon.

young U. 8, navy Bailor confessed
today h wrote threatening letters
to his ravorlU motion picture actress,
Olnger Rogers. In an attempt to ex
tort 95.000. J. H, Hanson of the de
partment of Justice announced.
The sailor, James P. Hall, 20. was
arrested at about midnight on the
street of Long Beach near a cafe
where Miss Rogers was directed to
bring the money, Hanson said.
!He admitted writing the letters,"
aald Hanson, who la ohlef of the Lot
Angeles office of the federal bureau
of Investigation.
Previously Miss Rogers mother bad
revealed that -the actress had been
threatened with death unless she
paid the money.
Hanson1 said that Hall told oper
atives he enlisted In the navy from
EI Paso, Texas, In December, 1934
The threat In the letters, aald the
actress' mother, Mrs. Leila Rogers,
was "to shoot us full of holes until
we looked like selves.1'
The actress and her mother ex
pressed surprise at the fact that the
man arrested was so young.
"I'm glad they caught him," said
Miss Rogers. "But I am sorry It was
such a young man. I feel more at
ease now with this out of the way."

MOSCOW, Dec. 5, (UP) A new
constitution for the Soviet Union,
giving Josef Stalin and his Immediate
alda authority to declare war If Rus
sia Is attacked, was adopted unanl'
mously by the eighth all-union con
gress of the sovlets tonight.
The document, with numerous but
minor amendments, was enthualastl
cally acclaimed by delegates from all
the Ruaslas within the far flung
communist realm.
It was designed to grant greater
individual privileges to the comrades
of Soviet Russia, under the dictator
ship of the proletariat led by the
communist party which organized
tho revolutionary state two decades
ago.
Leaders aald that the period of
stringent regulation by the Moscow
regime was passed, and that under
the new constitution the Soviet Un
Ion could emerge as a truly "demo
cratlc republic."
Stalin, the "strong man" ;f the
Soviet Union, gave the constitution
as amended to the congress for ap
prove: in a ten minute speech tell
ing of 43 "oorfictlons', (or amend
ments) In the final draft. He was
cheered when he stepped to the ros
trum. He spoke In a level tone, with
out gestures.
Article 49 was of especial signifi
cance, in view of the communist
state's opposition on both frontiers
In the far east and to the west,
In Europe. It provides that between
aesslona of the supreme council of
the Soviet Union, the presidium
controlled by Stalin, Is empowered
to declare war In the event of an
attack on the U. S. S. R.
