Europe's Wealthiest Men
MONTE CARLO, Nov. 27. ) Sir
Basil Zaharoff, fio-cnlJed mystery arm-

from a heart attack.
He was 60 years old and acocuntd
one of the wealthiest men In Europe.
In recent years he had lived the
life of a retired country gentleman,
ruling serenely at Chateau Ballncourt
near Vallangoujard, France, over a
retinue of six personal Hindu at
tendants and a British secretary.
His adopted daughter, the Countess
De Bourbon, was at his bedside.
Nevnr Gambled.
Blr Basil, whose fortune was built
largely from his armament, ship
building, oil and banking enterprises,
once was reputed to have had a
controlling Interest In the Monte
Carlo gambling concessions but he
never gambled himself.
Sir Basil Zaharoff, "the mystery
man of Europe," gained his vast
wealth and his reputation as "maker
and breaker of kings," through Imag
ination shattering deals In armaments
and munitions.
During the last years of his life,
two of the world's great powers sought
to' draw aside the veil of secrecy with
which Sir Basil had cloaked his existence.
His name was linked promlnetly
with arms Investigations In both the
United States and Great Britain.
In 1634, agents of the American
senate special Investigating commit

connection between the master arms

Letters from the "confidant of
chancellors" were said to have been
found In the files of some of the
leading munitions makers of the
United States.

Information.
He scanned nil news of the revo

his Monte Carlo estate.
Zaharoff rose from an obscurity so
dense that not even the date of hts
birth was known, to become the first
salesman of Europe, selling his wares,
of arms and munitions to nrnrly all
of the powers of the continent.

The public works administration said
today further consideration of the I
application of Roseburg, Ore., for
loan and grant to finance construc
tion of a trunk line sewer and a dis
posal plant was not contemplated.
The PWA said the city's third ap
plication for funds was turned flown
finally November 3 as a "matter of
policy."
A spokesman said the PWA policy
now l against loans and grants from
Its new fund to projects which were
approved by the PWA under the old
30 percent grant program but which
were not finally acted upon by the I
applicants.
Roseburg first applied In 1034 on
the old 30 percent grant basis but
withdrew that application and filed
another after the PWA liberalised Its
program to provide for 45 percent
grants and 55 percent loans.
