All Blank Spaces Must Be
Filled Out By Employers,
.Inspector Emphasizes at
Meeting in Federal Court

who gathered to hear an exposition
on tha social security act by 8. H.
Morse, postofflce Inspector. Mr. Morse
explained provisions of the act and
answered questions asked by the em
ployers to clarify what Is expected
of them.
Postal employes of Jackson and
Josephine counties also attonded the
meeting which was called originally
for their Instruction. Through the
Intercession of Postmaster Prank De
Souza, scope of the conference was
broadened so thai employers also
might benefit by Mr. Morse's explana
tions and Instructions.
Mr. Morse emphasized that all the
blank spaces on the employer forms
must be filled out completely and
as accurately as possible. When the
employer Is not certain of the facts
he should state them as accurately
as he knows them and when he has
no knowledge at all be should . so
state. Mr. Morse said. Be stressed
that no spaces In the blanks Are to
be left blank or filled with dashes
Indicating lack of knowledge,
postoffices to Help.
If any employer Is In doubt as to
the filling of the forms, he may go
to hla postofflce for help, Mr. Morse
said. He added, however, that In
giving aid the postofflce does not
pass upon the validity of any .part
of the act nor Is the information
given to .the employer to be con
strued as an Interpretation of the
measure.
Mr. Morse emphasized that the em
ployer forms should be filled out
completely and returned to the post-
office as soon as poslble. Deadline
for return of the Iojois is November
ai.
The forma are to be filled out as
of November 10 and therefore would
not embrace any . employes not em
ployed ' on that date, Mr. Morse
pointed out. To have their employ
ment recorded, therefore, employes
who procure employment subsequent
to November 16 may fill out their
own forms and that should be done
as soon as possible, Mr. Morse ex
plained. Employes may obtain the
forms and any required Instructions
at their postoffices, he said.
Mr. Morse left this afternoon for
Roseburg to continue his course of
Instruction.
