Secretary Perkins spoke to a mass
meeting of Democratic women In a
Loop theater at noon.
Referring specifically to the charge
made Thursday by. Chairman John
Hamilton of the Republican national
committee that the act contained no
provision that money collected be
held In a government trust fund sole
ly for the social security of workers,
the woman cabinet member said Ham
Uton'a criticism was "childish."
"Only flippant and disorderly minds
can find fault with this measure,"
she said.
"The money collected will be treat
ed with the same honor as are any
other funds of tne government. It
will be Invested wisely, and If there
Is any safer or sounder Investment
than a government bond I would
like to know of It."
She termed "cruel" last minute at
tacks on the act, which she said was
one of the most debated measures
In congress at the time It waa con
sidered. "Rtpubllcans as well as non-partisans
and Democrats supported It,"
ho said. "If the Republicans bad
any fault to find with It, why didn't
they speak then instead of waiting
until now, a few days before the elec
tion?" Her question brought cheers from
the feminine audience.

INSTITUTE STARTS

Sixth annual county dramatics In
stitute, given under the direction of
the county home . demonstration
agent, ts scheduled for next week. The
first session will bo held November 3
at 8 p.m. In the Central point Orange
hall. The Institute will include three
evening sessions, the schedule to be
announced, at the meeting Monday
evening.
Purpose of the school la to assist
leaders and directors In the various
phases of play production. Including
directing, staging, acting and selec
tion of plays. The school Is open to
all organizations or Individuals in
terested In dramatics. All community
groups that anticipate enrolling In
the annual county dramatics contest
should have their play director ap
pointed and enrolled for this Insti
tute, Mrs. Mabel Mack, demonstration
agent said.
Instruction will be given by Mrs.
Hazel Neon Loom is, of Portland, who
is assisting the extension specialist In
community social organization during
October and November. The program
will emphasize four major point p in
play production; Casting of the play
In which there will be a demonstra
tion of try-outs, grading of actors nnd
the blocking out of action; demon
stration with general participation on
the part of everyone present on re
hearsal routine; demonstration on the
construction of stago screens: demon
at ration of the procedure for a dram
atics club. A special afternoon ses
sion may be scheduled on make-up
and stagecraft If there la suff.clent
demand for this phase of the pro
gram, Mrs. Mack said.
Each person enrolling for the school
la aked to bring pencils and note
books. There ts no enrollment fee
but each person enrolling Is expected
to attend the three sessions of the
school. Further Information may be
procured at Mrs. Mack's office in the
county courthouse.
DOWNEY TO SPEAK

SAN FRANCISCO, Oct, 30. (AP)
Sheridan Downey, former personal at
torney for Dr. Francis E. Townsond,
announced today he would deliver a
radio address tonight In which ho
would urge Townsendltes to vote for
re-election of President Roosevelt.
Dr. Townsend has asked members of.
his clubs to .vote for Governor Alf M.
Landon In those states In which tho
union party candidate, William Lem
ke, will not appear on the ballot.
Downey said he would direct his
address to Townaendltes and explain
his belief that principles of the Town
send organization could bo advanced
more rapidly under President Rooso
vep than Oovernor Landon.
Downey said he always has favored
the re-election of President Roose
velt and proclaimed his stand at the
national Townsend convention. He
said tomorrow's address, at 8:15 p.m.,
over a NBO western hookup, would
mark his first appearance, however,
under Democratic sponsorship.

Oregon employment and payrolls In
creased sharply from August to Sep
tember, the federal reserve bank of
San Francisco reported today.
Industries with notable expansions
In working forces wero the food pro
duct and lumber producers. The
lumber employment expansion was
contrary to the usual seasonal trend.
General Industrial employment wa
the highest since May. 1030. and pay
rolls higher than any seen since Sep
tember, lt30.
Tho preliminary employment Index,
adjusted for seasonal variation and
based on 1023-1025 averages as 100,
stood at 03 compared with 85 In Au
gust and 81 In July. A year ago It
stood at 88. '
Payrolls rated an Index of 85, com
pared with 70 In August this year
and 72 In September, 1035.
In the lumber products Industry,
the adjusted employment Index rose
to 75 from 71 In August and 74 in
September Inst year; payrolls Index
rose to 74 from 71 In August and 62
In Septembor, 1035.
PARENTS DENIED BABY

custody of the maternal grandmother
at SUverton, Circuit Judge Gilbert
ruled today.
The parents were fined .V)0 and
given slx-montlia jail terms several
weeks ago as a result of Injuries re
ceived by the Infant.

RANGE IMPROVEMENT
PROGRAM IS APPROVED
FOR CONSERVING SOIL
A program for rango Improvement
has been Approved by the soil con
serration authorities for the state of
Oregon. For performing certain prac
tices, owners of private range will re
ceive payments as follows:
1. Contouring. A payment of 60
cents for each acre furrowed on the
contour.
3. Water developments. For the
development of springs or seeps. $50.
For building earth pits or reservoirs
for holding run-off and for Impound
ing precipitation, 15 cents per cubic
yard of fill or excavation. For drill
ing or digging wells, 1 per linear
foot.
9. Water spreading to prevent soil
washing, 10 cents per hundred linear
feet of permanent ditch constructed.
4. Range fences, 30 cents per rod
for construction of new fences.
B. P.re guards, 3 cents per hun
dred linear feet.
6. Rodent control, 13 cents an In
fested acre for the control of pocket
gophers.
7. Reseedtng depleted range land.
For resecdlng with crested wheat
grass, 92.50 per acre. For reseedlng
with slender wheat grass, western
wheat grsss or brome grass, 11.35 per
acre.
An application blank can be ob
tained from the county agent's office,
to be filled out by the operator as
the Initial step. These blanks are
then turned over to the forest service
which will assign a range examiner to
go over the property to estimate the
grazing capacity. The limit that any
stockman may receive In benefit pay
ments Is determined by the animal
units a given range will carry. An
animal unit is defined as one head ot
cattle, one horse, five sheep, or their
equivalent.
December 31. 193o Is the time limit
for completion of this program, so
any range owner Interested should
get his project under way at once.
