By CLAYTON V. BEKNHARD
SALEM. Oct. 3B tax RecsttM tt
la a constitutional amendment pro
posal, the entire atate must pass up
on s tax issue which applies to Mult
nomah county only. Tbe school dis
trict tax limitation proposal would
snoot districts of 100,000 or more
population, and Multnomah county
is tne only one having any coming
under that classification.
The amendment wntilrf nnthnrlM
tho Multnomah school district to
levy taxes for 1037, exclusive of levies
directly authorized by vote, up to
80 percent of tho total 1033 levy for
me district.
Sponsors, tho board, of directors of
the Portland scnuol district, state the
amendment would adjust the levy of
Multnomah county with that of other
counties, which In the past had not
been limited by a definite mlllage
maximum but adhered to the six per
cent Increases.
Because or the mlllage handicap.
supporters declare that "neaesslty has
required that schools be closed, class
rooms overcrowded, the school year
shortened and teachers' salaries lowered."-
The amendment Is opposed by the
Best Side Taxpayers' league of Port
land, arguing the measure Is a tax
boost rather than limitation. If en
acted, the opponenta atate, it would
raise the school taxes In Multnomah
county, district 1, by $1,381,301 or
nearly 36 percent, '
Opponents appealed to voters la
other counties to "keep their hand
off" the Multnomah county issue, '
and let school district No, 1 present
its need directly to thu voters of that
district,
