And Discussed At Infor
mal Session Halt In
Pension Checks Feared.
The ballot proposal relating to old
age assistance was anslysed and dis
cussed at an Informal meeting of
the Jackson county court In oham-
bera at the courthouse thla lore
noon. Judge Earl B. Day presineo.
The proposal Is numbered 300-301
on the ballot. It is the bill passed
by the lsst special session of tnc
legislature amending me 01a
asslstsnce act of 1935. The bill was
held In abeyance when a petition
was filed ordering a referendum
thereon. Meantime old age assistance
has been admlnlatered under the
prior act passed by the regular ses
sion of the 1935 legislature.
Under the act ..now in operation.
the age limit for assistance Is 10
yeers. Under thla act. it was related,
the number receiving old age assist
ance In Jackson county and tne
average payment have doubled.

Old age assistance in Oregon Is
new eoatlne (4.000.000 a year. It
was brought out. Half the expense of
old age assistance la paid by tne
federsl government, one-fourth by
the state and one-fourth by each
county.
"The proposed amendment has
popular appeal for those not fsmlllar
with conditions," Judgo Day said.
"It reduces the age limit from 70
to 65, It speaks of relieving counties
from contributing to old age asslst
snce and It talks of the fedorsl gov
ernment mstching payments by the
state.
Would Halt Pensions
"If the amendment passes, how
ever. It would automatically atop
operation of thepresent law. It would
stop the payment of pensions for
months at lesst. We should have to
wait for a ruling on Its constltu
tlonsllty and, If It is found consti
tutional, for a working plan to be
developed by the state and the gov
ernment at Washington. Meantime
pensions would cease."
It was brought out at the court
session that the amending act wflg
passed hsstlly by 'the special legis
lature under pressure of special
groups against the counsel of ad
visers fsmlllsr with the administra
tion of old age assistance. The
amendment. It was emphasized, made
no provision for funds or appropria
tions. What would have resulted in
ehsos. It was said, was averted when
the amendment was held up through
the referendum on which the public
is now required to vote.
