work will never be ended aa each year

pitals. Our work Is to see that they

that are so often left destitute when
the father of the family has to give
up his work. It is true the govern
ment allows them a little allowance
but it Is most often too little to take
care of them. .
The dues for membership In the
American Legion auxiliary are very
small and a great deal of worthwhile
work Is being done by the members,
so all eligible consider It a privilege
to belong and help keep up the good
work being done. We serve In peace
time and are trying to preserve a 100
per cent Americanism among th,e
citizens of our country. Why not

Move To Defeat

The Medford Garden club last
week Joined forces with the Portland
Better- Business Bureau and other
groups, fighting the amendment to
the state constitution, which would
repeal the "prevention or regulation
of certain advertising If truthful,"
Miss Jane Snedlcor, president of the
club, announced yesterday, asking alt
Garden club members and sympa
thizers to vote "No. on the amendment,"
The amendment will appear on the
November ballot and Garden club
leaders feel It would vitally affect
the alms of the Garden club of Ore
gon, If passed. A letter from Mrs.
H. G, Pearson, chairman of the road
side committee, was received last
week by Miss Snedlcor. It urges all
clubs to oppose the measure and
presents the negative arguments.

Perhaps no grade of government
wilt be harder bit by the tax limi
tation amendment than Oregon
cities. In addition to enforced re
duction of assessments, many mu
nicipalities will be confronted with
a low levy for 1935 which, the reader
wtll recall, becomes the base for 1937
from which graed annual reductions
are made.
The Bureau of Municipal Research
and Service has studied the precise
effect of the proposed amendment on
city finance. Some eight cities, be
cause of a combination of factors
may actually raise their levies In
spite of tax "reduction."
In sixty Oregon , cities the cut by
1943 will amount to more than 40
percent In many, as high as J0 per
cent, and In one (Toledo) aa high
as 70 per cent.
Moreover, cities are burdened by
accumulated debts, and in at least
a half dozen cities the levy for debt
service exceeds the levy for opera
tion. Since the city can't repudiate
its debt and must meet Interest and
sinking fund obMjtfUuiitf, the cut,
based on the total levy, must come
otit of the operating budget entirely.
In Eugene tax levies for debt serv
ice are 63 percent of the total. When
debt service Is taken care of the op
erating budget must decline by 58
percent before 1942 Is reached. With
this must come crippled fire de
partments, Inadequate police service,
dirty and unkept streets, neglected
parka and public buildings. Real es
tate Is not likely to be in demand
where government functions nre
neglected. These services mean the
differenve between civilization and
barbarism.
Port districts are In a more pre
carious condition. Prnctlcnlly the
entire levy Is for interest on bonds
and maturing obligations. Mr, Henrv
Reed has shown that the Port ol
Portland can levy under the amend
ment $126,000 less than Interest and
maturities require. To make impos
sible for port districts, Irrigation,
drainage districts, to meet their con
tract obligations Is clearly in con
flict with the federal constitution
(Article 1. Section 10) where states
are forbidden to pass a law "Impair
ing the obligation of contracts."
Tlie amendment. If It pass, must
face a test of constitutionality. In
the meantime, the credit of ' cities,
port districts and other local gov
ernment must suffer.
