'The shipowners are willing to
agree to an extension of present con
tracts and awards for a period of 60
days as you request," the message
said, "upon condition that each of
the unions on or before October 18
agree with your commission and with
us that any and all disputes that
shall not be settled by negotiation
within the 60-dsy period shall be
submitted to arbitration before your
commission and upon the under
standing that your commission will
lend lta efforta and influence, to see
that awards and existing contracts
are lived up to during the period,"
Willing to Walt
"We have advised maritime unions
of our willingness to grant a 15-day
extension."
The working agreements involved
are those which followed the bitter
1934 coastwlde strike, In which a
dozen men lost their lives, and which
finally led to a mass walkout of all
unions in the San Francisco bay area,
virtually paralyzing activity In this
city.
Under those agreements, the marl
time unions received generally higher
wages and better working conditions.
The agreements were renewed a year
ago by mutual consent, but this year
both sides announced dissatisfaction
and a desire to modify them.
Shippers charged the unions with
violation of the pacts which brought
numerous disputes and tleups. Un
ions in turn accused the employers
of precipitating the disputes.
In all union requests for modifies'
tlon there was mentioned a desire to
"clarify" a certain section relating
to working conditions.
During the 34 hours, preceding last
midnight, but 17 ships moved in ana
out of San Francisco bay as compared
to a daily average .of 60.
