CRIME SECRETS.
POLICE BELIEVE
PASADENA, Cel. (UP) The dis
covery by Dr. John McNorrls, local
ehemlst. of a new method for devel
oping fingerprints la declared by
police authorities to be the greatest
contribution to crime detection slnoe
the original Bertlllon experiments
McNorrls Is one of a group of
scientists who have placed their ser
vice and laboratories at the service
of police for scientific detecting of
criminals. They constitute a "brain
tiust" of sclentlflo consultsnta who
give their services free, but whose
Joentlty for the most part Is con
cealed. Under the new method It Is pos
sible to bring out latent fingerprints
left on cloth, human flesh and greasy
surfaces. s)l of which previously were
impervious to fingerprinting at
tempts. The new method, it Is believed by
the Pasadena police, will be valuable
In detecting men who assault women
and leave fingerprints on olothlng
nr. throats of their victims, Its se
en, is the use of Iodine fumes,
which are blown through what Is
known as a "Sherlook Holmea" pipe
against the object on which the fin
gerprints are believed to exist.
The iodine fumes bring out prints,
which originally were formed by the
oil from finger pores, Instead of by
pressure of the finger ridges against
a hard surface.
A silver mirror then Is placed
against these prints. When It la
Inter removed and hold to the sun
light, the transposed fingerprints ap
pear In full detail. They then oan
be photographed and reproduced In
whatever quantity desired.
Dr. McNorrlh says the discovery
was really due to the fact that police
oflcera first explained to him In de
tail the precise problem that exists
In fingerprinting and this fact
purred him on to find the solution.

R. A. Tacke said he was Investigating

JAPAN OFFERS
Ti
TOKYO UP)' A new phase of
Japan's foreign policy has developed
with the Insistence of officials that
visiting foreigners be treated with
greater courtesy and not subjected
to the Irritations of over-strict police
surveillance.
The move commanded wide atten
tion In the Japanese press and was
started with a speech by Foreign
Minister Hachlro Arlta at the con
ferenoe of prefectural governors.
"Complaints often have been heard
among foreign travelers In Japan to
the effect that they were subjected
to unwarranted treatment, as a re
sult of which they obtained an un
savory Impression of this country,"
Arits said.
"Such complaints have a regret
table effect on our foreign relations
Eflorts are being made by the foreign
office authorities to guide forelgnera
to a correct understanding of Japan,
and I trust that local government
officials and particularly policemen
who come Into direct contact, with
foreign visitors will cooperate with
the foreign office In this direction.
"It Is, of course, not necessary that
special courtesy be extended to these
visitors because they have come from
foreign countries. However, on the
other hand, to subject them to over
strict surveillance or to look at them
with suspicion because thoy are for
eigners, Is not warranted.
"Rigorous measures should, of
course, be tnken In case they violate
the laws of the land. Howevor, to
take such measures against them In
the absence of concrete evidence does
not conform to the greatness of the
notion." i
