Fight to Control Spain
' Germany and Italy See Disaster if Liberals
Should Retain Power Over Republic;
France and Russia Oppose
(Editors Note: "Today, the .eye of the world are centered on revolution-torn
Spain. The dramatic developments of the last two days have
Increased the danger of the conflict spreading beyond the country. Will
there be another International war? The chief of the foreign service of
the Associated Press gives, In the following article, a picture of the
situation as It standa today).

NEW YORK. Aug. 21. Italy's threat
to aid the Spanish fascist rebels fully
reveals the danger of another world
war.
The threat to send the Italian air
armada to flgnt against the Spanish
government unless Prance ceases
openly" aiding the Spanish socialist
government came In an unofficial
way, but fits In perfectly with the
whole picture.
Spain Is the battlefield of fascism
and liberalism, the latter represented
by socialists and communists.
Germany, Italy Interested.
Germany and Italy, fascist coun
tries, would think It dangerous and
disastrous if the Spanlah government
should remain In pow-r, because they
are convinced communists eventu
ally would take charge.
They fear communism would be
strengthened In Prance, civil war oc
cur there and western Europe be
come a ferment of socialism, com
munism and anarchism which the
fascist countries would deem danger
oua to their dictatorial governments.
Prance, newly gone socialist, with
communism strong minority, mor
ally supports Spsln's socialist gov
ernment. Italy, asserts Prance, aids the
Spanish socialists "openly."
Whatever the' exact truth. Prance
and communist Russia anxiously and
openly hope Spain's socialist liberal
government will win and crush out
fascism, still a threat In Prance.
Pour-flftha of the army Is fighting
with the fssclst rebels.
The socialist government has only
the remaining one-fifth of regular
troops and an Improvised, 111-trainea
mllltla.
It. It the organized army against
the embattled citizenry.
. Republic Since 1031
Spsln became a republic In 1931
because the people revolted against
what they thought Intolerable con
trol by the king's courtiers, priests
and land owners.
For five years Spain has struggled
to find herself, each new govern
ment disappointing the country.
Finally, elections last February
bowed an almost even division be
tween all brands of liberate and all
brands of fascists, land-owners, sol
diers and moderates.
The apparent evenneja of the pres.
ent fighting indicates there la no
overwhelming desire of the whole
people for either fasclam or mixed
communism and socialism. At pres
ent the rebels appear to have
slight edge over the government.
. The word fight between fascism
and liberalism, atewlng for years.
brought Into being fascist Italy and
nazl Germany,
It brought communist Russia and
socialist Prance.
A score of small nations divided
In the same way but the "big four"
furnish the danger of war, the abil
ity to wage It and the evident will
ingness to start another world con
flict If their political systems are
threatened.
