that won Eddie Cantor'a 15,000 schol
arship. 1 just wrote what I knew," said the
Portland high school graduate.
At the Jamboree three years ago
were boys of his own age from all
eountrles. "Even though we could
not talk each other'a languages, we
made ourselves understood," he eald.
"We knew that, no matter what
the diplomats of our respective
countries might aay to each other,
we boys had no reason for fighting
each other.
That was the basis of my eaaay.
I suggested that the governments of
all countries could well afford to
sponsor auch International youth
conferences, Instead of leaving them
to a private agency like the boy
scouts.
, "I believe, and I iuggested, that
such meetings of your people would
do more for world peace than any
meetings of diplomats."
Matthews Is an Eagle Scout.
The prize was originally awarded to
Lloyd Lewis, 17. of Plattaburg. Mo.
but he was disqualified for entering
an easay copied from a professor's
paper on peace.
Matthews has been working a a
messenger for a packing company. He
graduated from high school In Jan
uary. 1935.

and William Fischer, president of the
Maritime Federation of the Pacific,
at a meeting Sunday of nearly 3000
seamen and longshoremen, before
whom Bridges appeared after flying
here from San Francisco. He flew
back last night.
The two leaders disagreed on the
questions of Jurisdiction and hand
ling of the San Francisco strike,
although Fischer agreed with Bridges
that "the employers are not going to
tell us that we will remove this or
that official."
The large audience applauded
Bridges freely as he told of the San
Francisco tleup over the controversy
concerning the steamer Santa Rosa,
and gave htm a rising vote of thanks
for his message.

4000-PLANE AIR CORPS
GIVEN HOUSE APPROVAL
WASHINGTON, April 20. (AP)
The house today passed a bill by
Representative Rogers (D.. N. H ) au
thorlzlng an Increase of army air
corps strength to 4,000 planes. The
measure now goes to the senate.
The present authorized strength is
1,800 planes, but war department of
ficials contend the army air corps Is
far below that figure.

Mr. Samson stated. He is already
accepting storage contracts for the
new building, he added.

The freshet season put the slow-bell
on tho $42,500,000 Bonneville power
and navigation project today.
Two hundred men were affected by

the Columbia liver passed the 35
foot level and sent water roaring over
the top of crlbblngs on the upstream
leg of the new cofferdam.
