PLAN FOR OREGON
SENT 10 CAPITAL
(Continued from page On$)
operative following the defeat of the
afales tax measure Jan. 31. The gov
ernors statement Indicated It was
hoped to have the aged and blind as
sistance plans In operation by April
1.
Result Long Study
Governor Martin said the program
represented "an exhaustive and com
prehensive study and research on the
part of the state relief administra
tor and reflected the high type
of service that has been rendered by
this (relief) committee and Its staff
to the state of Oregon."
Figures presented at recent sessions
of the state committee indicated
nearly 10,000 persons more than 70
years of age would receive benefits
not to exceed $30 a month. ,
The program for the aged and blind
comes under the federal social secur
ity commission.
Of the $787,500 quarterly for the
aged, counties would pay $106,876
the state $196,875 and the federal
government the remaining 50 per
cent or $393,750.
Funds to aid the blind would d
provided by the state and the federal
government on an equal basis.
The crippled children's service and
the child welfare survey are under
the children's bureau of the United
States department of labor. The state
and government's share for crippled
children would approximate 50 per
cent each. Under the proposed pro
gram for the five-months child wel
fare survey, the state would pay $300
and the government $1,000.
The child welfare survey plan was
designed to determine the best poli
cies and methods for administration
of a child welfare program "which
will eliminate overlapping of Juris
diction of the various units now per
forming this type of sertve," the gov
ernor said.
The state relief committee' social
security plan was announced several
weeks after the sales tax was defeated
and came as a surprise to those who
believed Oregon had forfeited Its op
portunity to obtatn match-money
frnm the federal eovemment
