In order for the treasury to handle the additional burden of
24 billion dollar In bonua payments and thrce fourtliB billion
dollars in proposed farm payment to replace AAA benefits,
there is Open to the administration one of three eouraes, or
a combination of them. The orthodox method, of course, Is by
additional taxes, the other two are by borrowing the money or
by Issuinif fiat currency. Despite President Roosevelt's insis
tence that additional taxes, termed "substitutes" for the invali
dated processing levies, be enacted, the reluctance of Congress
to initiate tax legislation in an election year has given impetus
to renewed demand" for the Issuance of paper currency against
the treasury's huge gold and silver stocks.

inite plan to meet, the situation, coupled with the deter
mined -Insistence of inflationists in congress for currency expan
sion, has revived inflation sentiment in financial circles here
and abroad. . A direct manifestation nf lots of confidence in the

in gold out Of the country. This was the fimt export movement
of gold since the fall of 10114, and contrasts with the importation
of more than two three-fourths billion dollars during the past
two years.
The currency inflation furor is, however, not regarded as
likely to result In any Immediate enactment of a measure to
issue fiat money. Printing press currency is anathema to the
public generally. Moreover, it la generally conceded that the
inflation bloc does not have sufficient strength to pass such a
measure over a veto of the president who lias gone on record
as opposing currency Inflation.
STRPS taken last week hy the administration also indicate
that counter-move ar under way to forestall efforts of
the Inflation bloc. On of these was the announcement of plans
to cancel unused balances of federal credit agencies which have
previously authorized by congress, This Is expected to amount
to t least fl billion. The action of itself carries with it the
implication that a wore conservative fiscal policy is to he the
order of the day. At the same time by removing this contingent
borrowing authority, the administration Is In a better position
to raise funds for Other purposes.
A corollary action is the analysis being made currently nf
unexpended balances of federal spending agencies with a view
of curtailing outgo from these sources. These two moves with
th Insistence of the president that some additional taxes be
enacted have served to dispel fears ot a fiscal crisis within

This Is an ambitious program, but it Is going forward and
we can only wish the administrative officials of the scout move
ment success in iti accomplishment. No on can effectively
