ed away Saturday evening at a local I
hospital following an operation, were I
held at the Presbyterian church Wed- I
nesday afternoon. Rev. Ralph 8. Pet-!
erson, assisted by Pev. E. N. Mai lory,
conducted the memorial service. The
Precbyterlnn quartette sang two se
lections, followed by a solo by Miss
Edna Elfert. A touching poem writ
ten by John Griffin, dedicated to
Donna" was read by Rev. Peterson.
The profusion of beautiful floral of
ferings testified to the respect and
esteem In which Mrs, Graff is was
held among her many friends and
relatives In Jackson county. Inter
ment was In the Phoenix cemetery on
the Furry prlt near the remains of
her brothers, sisters, and parents.
The community extends deepest sym
pathy to the bereaved relatives. Out-of-town

WASHINGTON Employers of
eight or more persons became liable
Junuary I this year for a one per cent
tax on their payrolls to support the
unemployment compensation plan
under the Social Security act.
Next January I they will be liable
for a second payroll tax of one per
cent to support the old-age benefit
plan under the same new law.
Both taxes graduate upward slowly
until they each reach three per cent
as follows:

every type, from the man who runs
a corner grocery with eight or more
workers, to the corporation with
thousands on its payroll will fill out
returns at the end of 1937 which will

The old age benefit tax will be paid
to the commissioner of Internal rev
enue. Just aa the Income tax la paid.
The unemployment tax will be paid
to whatever state agency Is made re
sponsible for the state unemployment
fund. And that agency must he
named and Its rules approved by the
social security board before the un
employed people of the state may
draw benefits.
Kept In Treasury
Even thought the state passes no
such laws, and Its unemployed draw
no benefits, the employers will be
liable for thj tax, DO per cent of
which may be credited against a state
unemployment tax, when there is one.
Both funds will be kept In the
United States treasury and Invested
by It.
Employers will be assisted In build
Ing up the old age benefit fund by
their employes who will bo taxed an
equal amount on their wages. In some
states, the workers also will be taxed
for the unemployment fund.
There are certain classes of workers
for whom no taxes need be paid. No
unemployment tax need be paid fcr
a person working for a son, daughter,
or spouse, nor for a child under 31
years of age working for a parent.
No old age benefit tax need be paid
for an employe 68 years or older, nor
on that part of an employe's salary
which exceeds 3,000 a year. Certain
classes of workers are exempt from
both taxes, such as agricultural work
ers and servants.
Htate Laws May Vary
Unemployment laws are expected to
vary some In the different states,
since the federal law leaves most of
the details to state legislatures In
suring only a reasonable uniformity
on the major conditions.
' All will necessarily require records
of employes; their names, hours and
wages.
It Is expected that the two "work
ers' provisions" of the security act
will form an economic backlog for
millions of workers; a first line of
defense against the hazards of a
working life. Preliminary surveys
show the old age benefit plan will
cover about 25,805.000 people, and
the unemployment compensation
plan will cover about aa.8fi8.000 peo
ple. Reserve funds to care for them will
run Into the billions. The virtue of
the funds will He, officials point out,
In that they are savings during good
times for bad times. There will be a
secondary l:eneflt to the entire pub
lic. It Is expected, through the spend
ing of the funds by the beneficiaries,
since their expenditures will act as a
check on downward btislncss eye;
when unemployment Increases, and
thereby obviate the necessity for such
huge relief appropriations as have
been made the last few years

CAUSES FIRE CALL
Billowing smoke from a pan of
burning prunes last night brought
the fire department to the apartment
of Attorney M. O. Wllklna over the
People's Electrto store at 306 West
Main street.
No damage was done excepting to
a door that the firemen had to smash
through to gain entrance to the
apartment, Chief Roy Elliott reported
today.
The prunes were left cooking on an
electric range with no one to attend
them, Chief Elliott said. They burned
to a crisp snd some one. seeing clouds
of smoke Issuing from the apartment,
turned In a general alarm, the first
of the new year.
"We get such calls every once In
a while.' Chief Elliott said. "People
should not go awsy leaving anything
cooking. It's a dangerous practice. '

Upper Rogue Oranget me February
B for Its regular meeting so members
might attend the dramatics finals in
Medford on the 6th. Many were ab
sent, due to bnd weather and sick
ness. A very fine report was given by
Brother and Sister Glass as visiting
delegates to the Bums Valley Orange
All agreed some very hrlpful thlnga
will be learned by visits to other
Granges.
Bisters Sawyer and Merrlman are
confined to bed with severs colds.
Brother Merrlman Is about the same,
and Brother Mooro Is able to be about
but will be unable to go back to work
for some time yet. The members
were glad to see Sister Merle Carlton
out again. The now officers seating
drill waa practiced and It is hoped
all orflcera will be present to go
through It next meeting night.
All members are urged to attend
next meeting aa plans and lumber
costs, etc., tor the new hall will be
voted on, also the by-laws for the
Grange.
Two Orange plays given February 9
by the Grange and Trail Extension
units were decided succeses; 943 was
tsken at the door. A number of Up
per Rogue Grangers are in the play.
The ways and means committee are
giving another dance at Rogue Elk
February 10. Next H. E. club meeting
will be with Sister Glass February 18.
Much fun was had from the rum
mage ssle and the ladles looked more
like scarecrows than themselves after
donning the clothes the men brought
for them to buy.

Dies In Stockton

waa received here Tuesday of the
death Monday of Mrs. Lena Betser at
Stockton. Mrs. Setxer grew to woman
hood In this community and was
formerly Lena Tonn. She had made
her home for several years with her
son. Emit Setser, and daughter, Mrs
Edwin Swlnney. at Stockton. She
leavea a number of relatives and girl
hood friends in Rogue River valley to
mourn her pasatug.

Work on the consolidated tele
phone lines being built from Ruch
to Jacksonville by a CCO crew from
Camp Applegate, la being hastened,
and probably will be completed by
the first of March. Farmers below
Ruch have completed four miles of
branch line. Including the 33 and 9
wires from Ruch to the Kubll ranch.
Oene Mee returned to his home
Saturday from a Medford hospital,
where he underwent an appendicitis
operation.
