Loll Shooting In Asking
Association to Work for
Criminal Code Change
PORTLAND, Ore., Dec. 20. (AP)
Sheriff Martin Pratt of Multnomah
county recommended to the Oregon
Sheriffs' association. In session here
today, that the criminal code be
amended to make It Impossible to
convict a peace officer slayer of less
than second degree murder.
He told of the recent slaying of
Ms veteran deputy sheriff, Ernest
C. Loll, and the subsequent circuit
court Jury reduction of first degree
murder charges to a manslaughter
conviction of George Fielder, who
aid he shot In self-defense.
Sheriff Pratt exhibited a plaster
cast of Loll which the state attempt
ed vainly to Introduce aa evidence
In the trial.
Sheriff John Connell of Washing
ton county told the officers that
more definite law defining the Juris
diction of sheriffs over large bodies
of pickets was needed.
A desire to co-operate with state
and county officers was expressed
by G-man C. C. Spears, department
of Justice agent here, and Carl Don-
auoh. United States district attorney
Sheriff L. L. Low of Klamath
county, president of the association,
headed the session. The officers
meet in a Joint session with the
Oregon district attorneys at 3 p.m.
today.

Law enforcement problem which
arose during last summer's lumber
strike were the basis of legal changes
suggested at the annual state con
ference of district attorneys. In ses
sion here today.
Deputy District Attorney Prank
Sever of Multnomah county proposed
an amendment providing a penalty
for unlawful assembly.
The disorderly conduct law should
be amended, District Attorney James
R. Bain of Multnomah county said,
to make It disorderly conduct to
fall to obey the lawful command of
a peace officer. He discussed the
lumber strike Incident last summer
at Bridal Veil where officers ordered
all picketing, peaceful or otherwise,
halted because of violence to mill
workers at points distant from the
mill.
The prosecutors voted to support
a proposal permitting the state, in
the prosecution of homicide cases, to
Introduce pictures of persona killed
by criminal means. The vote followed
a talk by Dr. Prank Menne of th
University of Oregon Medical school,
who aald too much of the burden
of proof now rest on the prosecu
tion. Vigorous prosecution of Intoxicated
drivers under the drunken driving
law was urged by District Attorney
John Baker of Hood River county.
About 30 prosecutors were here for
the convention which continues to
morrow. ,

DEATH OF G. HALL
State police In' main headquarters
at Salem are still working on the re
construction of the circumstances
surrounding the strange death of
George F, Hall, Elk district rancher,
found dead in his home by a neighbor
on the morning of November 30 last
with a bullet through his heart. All
the facts and exhibits In the cose
have been turned over to this depart
ment for a thorough Investigation
and report.
Hall was apparently shot whllo
seated at a table In his home clean
ing an automatic pistol. The posi
tion of the weapon and the conrittlon
of the discharge chamber tend to
disprove the theory, In a small de
gree. There was no evidence of a
struggle In the room everything was
shipshape. There are other puzzling
angles to the caae.
The finding of the coroner's Jury.
Impaneled to investigate the death of
Hall, has been deferred pending the
state police report. The coroner's

for analysis and to determine the na
ture of the fatal potion. No report
has been received.
The next session of the grand Jury,
scheduled to meet In January, will
probably Investigate the asserted
smuggling of the poison to Randall.
