tain the age restrictions.
Under the old ordinance slot ma
chines were not classified. Each per
son maintaining or operating a ma
chine was required to pay a license
fee of 9100 In addition to a 910 fee
for each machine operated. The 9100
fee, however, was not required of per
sons who actually owned the ma
chines operated on premise directly
under their control.
Fees Specified
The new ordinance, effective Janu
ary 1, classifies the slot, machines.
Class 1 Includes all machines giving
the player ten or more chances to
exercise his skill. Class 2 Includes all
machines giving the player less than
ten chances to exercise his skill.
For class 1 machines an annual
license fee of $10 each Is required and
for class 3 machines $50. An addi
tional license fee of 9100 must be
paia oy operators, that is, persons
who own the machines but have no
control over the premises where they
are Installed. Each operator Is limited
to 35 machines.
The new ordinance goes farther
than the old also In that It stipulates
that cost of playing the machines
may not exceed five cents, The Jack
pot also Is limited, the ordinance
specifying that class 1 machines may
not pay a premium of more than 20
times the price of playing and class
3 machines may not pay more than
thirty times the price. If the cost of
Playing la a nickel, therefore, thej
maximum Jackpot of class 1 machines
Is 91 and of class 3 machines 91.50.
Zoning Rights Retained
The new measure retains the clause
of the old ordinance giving the coun
cil authority to establish zones In
which no machines would be allowed.
The council approved sale of two
city lots on Queen Ann avenue at
Oregon Terace for 9500 to Q. a. Cot-
tlngham, provided the purchaser paid
the brokerage fee. Brown & White,
however, who handled the negotia
tions, withdrew today as It waa held
the general practice Is for the Keller

There was a belief In some quar
ters too projected public works bill
of somewhat less than $300,000,
000 may comprise the only new
relief outlay In the 1037 financial
budget. This view was rounded on
the assumption the entire $4.8S0,
000,000 appropriated last session
would not be spent by next June
30. The unspent total then would
be available for the new fiscal year.

Refinancing ott the Columbia
River Packers association was com
pleted today , with presentation of
an RFC check for $500,000 to the
big salmon canning company.
Bond holders who bavt deposited
their securities with a trust com
pany here may call for payment
for retirement of about 20 per cent
of the obligations, it was said by
W. L. Thompson, president of the
packers association. The reat of the
$500,000 loan will go for tax pay
ment and working capital.
