Republican, of Enterprise.
On the final vote three others
changed over, which however would
not have changed the result either
way. They were T. W. Munyan. Dem
ocrat, of Lebanon, and Harvey Wells
and Robert Farrell, both Republican,
of Portland.
Voting for the bill were:
Alber, Angell, Bernes. Bolvin, Bull,
Carter, Dickson. Eckersley, Eneda.hl,
Erwln, Farrell, Frazer, Graham, Grant,
Hamilton. Hill of Hood River, Hockett,
Honeyman, Hosch. Hyde, Krier, Leach,
Mflgruder, McCloskey, McKevitt, Mun
yan. Nelson, Norblad. Norton. Rankin,
Rennie. Rodman, Ross, Semon, Sni
der. Wells and Speaker Lafcourette.
Against Caufleld. Duerst, Fatland.
French. Fuhrer. Gouley, Halght. Har
tleon, Hill of Lane, Hughee, Johnson,
Jonea, Klrkpatrick, Knight, Martin,
Oleen, Osborne, Riddle, Scott, Staples,
Taylor, Thomas and Tobin.

the federal social security program,
(wm termed the "payroll tax." It
'would become effective In 1938.
The senate passed the minority re
port on a substitute bill for the Pear
son measure, which was killed earlier
In the week, allowing the board of
control, at Its discretion, to Insure
fcata j.'4fe&ftv. The Pearson bill was
eft tck to committee recently, on
a vote for reconsideration, and reach
ad the floor today in the form of, the
substitute bill.
Senators Walker and Lee, leading
the fight for the minority report,
argued . that the restoration fund
ould remain as at present but that
the board of control should be per
mitted to buy Insurance on certain
ttats properties.
Senators Zimmerman and Burke
were the only disenting votes.
Governor Martin signed senate bill
48, introduced by Senator Hess, which
provides for the remission of interest
and penalty on the payment of de
linquent taxes on personal and real
property. It Is anticipated that this
bill will raise considerable additional
funds.

ing stampede for the utilities In to
day's stock market swept many Issues
up 1 to 3 or more points to new highs
for the past four years. The majority
of final prices were shaded.
It was one of the speediest sessions
since early In 1934, transfers approxi
mating 3,350.000 shares. Industrial
specialties Joined the advance in the
face of considerable profit taking. De
spite a few soft spotst the close was
firm.
