"Finally, the retirement of these
reservoir bonds, If Issued, would"
not start until 1936 so that the
present bond requirement schedule
would not toe disturbed. The inter
est on this reservoir Investment
would be taken care of for the
most part by money that heretofore
has gone to maintain the old wood
en line. According to the present
outlook, the proposed bond Issue
could be retired tn eight years after
1938.

Answering recent public attacks
upon the new city reservoir pro
posal made by former Mayor A. W.
Pipes, the City Water Commission
today issued the following public
statement:
"The Water Commission welcomes
this opportunity to answer Mr.
Pipes' objections, ' for It is only
through discussion that all the
facte can be brought before the
Toting public. The Water Commis
sion Is not Indulging In propaganda,
as Mr. Pipes Inferred, but on the
contrary has been making an earn
est effort to explain the situation
so that the voters may decide for
themselves.
"No attempt haa ever been made
by the Water Commission to Induce
the people to believe that the pro
ject would Increase the city's In
debtedness by only 30.000.00. The
fact 1 that In the statement, pub
lished In the October 13th tsaue
of the Mall Tribune over the sig
nature of the Water Commission the
total cost to the city was set fortn
as S79.760.OO. Newspaper accounts
have from the start stated that the
nronosed bond Issue Is for B0,-
000.00. the legal notice of the spec.
lal election stated the bond issue is
for $80,000.00 and that sum Is also
specified on the ballot to be used
by the voters..
"Mr. Pipes pointed out that the
proposed t80.000.00 Issue Is subject
to a tax levy. This Is true of all
general obligation, bonds. In which
classification practically all city
bonda fall, including assessment
bonds payable' by direct assessment
on property. Water bonds are re
tired directly from the water de
partment revenue and In this case
no departure will be made from
that practice. These bonds would be
serviced from water Income, with
no Increase In the tax levy or water
rates.
"One of the reasons that the
bonds are made general obligations
Is that they are a higher type of
ecurlty, commanding a greater price
and benefitting from a lower Inter
est rate.
"In another communication Mr.
Pipes listed three main objections
aa follows: first. Increased reservoir
capacity la not noeded at 'this time;
second, the proposed cost Is almost
twice too great; third, the proposed
plan of conatructlon Is unwise and
uneconomical'. .......... . . -
"Answering the first objection, the
Water Commission believes that with
' the Imminent abandonment of the
old wooden line the new reservoir
is an immediate and pressing need
aa a safeguard to the City of Med-
ford. The Oregon Insurance Bating
Bureau la of the same opinion and
states that If no additional storage
la provided when the old line la
abandoned Insurance rates for all
mercantile buildings and their con
tent will be raised four per cent.
Additional pertinent facts have been
and will be published by the Water
Commission.
"In reply to the second objection:
the original estimate referred to by
Mr. Pipes was for ioo.000.00. Bev
eral rather large Items, omitted from
the first plsns, have been Included
In the present project because of
the 45 per cent grant by the gov.
rnment. The contract would be
awarded on a competitive baals.
Thus the reaevolr would be built
at the lowest price the market af-
f orda.
"It should be pointed out In ans
wering Mr. Pipes' third objection
that the plans and location of the
proposed reservoir were approved by
one of the nation's most famous
hydraulic engineers, the late D. C.
Henney. The proposed reservoir was
designed by F. C. Dlllsrd, now a
member of the Oregon state board
of engineering examiners. A reser
voir of Identical plan but of I
smaller scale was constructed In
Ashland and haa given excellent
service. Constructing the reservoir
at a higher elevation Is Impractical
because of the limited head avail
able In the Big Butte Springs pipe
line at It reservoir terminal. In

at the Smoke House bowling alleys,
with all bowlers In the city invited.
There will be no city league games.
Last night the Mcdco five awamped
the Al Piche rollers. 3-1. while Sehuss
was doing the same thing to the Brill
Metal team, by the same score.
On Wednesday night the Rogue
River Oolfera stepped off the links
long enough to enamel the Economy
Lumber squad, also by a 3-1 rating,
and the Studebaker Champions made
good their name by kicking the props
out from under the Abbey Motor Co.

founding of Southern Oregon Nor
mal or a record that Albany col
lege eyes with distaste, will be
broken.
For If the SONS lose to Albany
tomorrow, it win be the first time
In history that their homecoming
has been marred by defeat. And Hi
Albany Is whacked by the SONS,
the national record for consecutive
football reverses win be broken. At
present, Albany la tn a triple tie
with Knox and Hobart, each having
dropped 27 straight decisions, and
as the latter two's string of set
backs have been ended, Albany and
Albany alone has a chance of break
ing the record for the title of tho
"world's worst team."
Knowing what would be their fate
If one of the "dub" teams of Amer
ica licked them, the SONS have
undergone a furious and almost In
spired practice week. With Coach
Eberhart never letting them forgot
the hallowed SONS "tradition" and
the disgrace that will be theirs in
