A "tax rebellion" waa forecast here
today as a possible outcome of the
widespread attempts of legislatures'
to shift revenue raising burdens from
property owners.
Fred R. Kslrchlld of Yale univer
sity, who told the National Tax as
sociation conefree of his national
aurvey of tax delinquency, warned of
the "rebellion" as he declared "emer
gency" sales and Income taxes prob
ably be made permanent measures.
If the legislatures give too much
relief to property owners, Falrchlld
said, "the men and women who have
