A clause was Inserted In the mea
sure providing for a maximum fine
of (10,000 for "substantial violation"
of the franchise provisions.
In preparation for Its projected air
line between California and Canton,
China, the airways' seaplane Clipper
has made several flights from Ala
meda, Oil., to Honolulu, Wake Island,
the Midway Islands, and Sunday
reached Guam, so far Its farthest
point out.
Three huge seaplanes are nearly
ready In the eastern United States
to begin the trans-Paclflc passenger
and moll service.

maintenance of each public ulttltty and redemption of outstanding warrants,
the estimate of the publlo receipts of the County from sources other than
direct taxation upon reol snd personal property In the County during the
period tor which such tax Is to be levied and an estimate of the probable
unapportloned and unexpended balance In the funda of the County on the
last day of the current year.
Tne offlcrs' salaries, the County School Fund for 10.000 children at 10 00
per child, the County school and School Library Fund for 10.000 children
