For the purpose of pro curing funds to make additions, bet terments and extensions of the water system of tha City of Medford, the City Council of aald City la hereby authorised and empowered to Issue the bonds of aald City In a aum of not to exceed $80,000.00, which aald bonds shall be known as "city of Medford Water Bonds. Series B." The Council may determine the date or dates, denomination, maturities, form and tenor of aald bonds, provided however, that such bonds shall be aerial In character In accordance with any provisions of law or the charter or me city or Meorora now or whion may hereafter be In effect and ahall be payable In not to exceed thirty years from the date of the issuance thereof, said bonds ahall be sold at a price to net not less than the par value thereof with accrued Interest and ahall bear Interest at not to ex ceed 4 per annum, payable semi annually. Said bonds shall be sold by the Council from time to time is In Its judgment may be best and the proceeds therefrom shall be by the City Treasurer deposited In a fund to be known as the "Water Sys tem Construction Fund" which fund shall be entirely at tne disposal of the Board of Water Comlsslonera of said City for the use of said purposes for which said bonds are here uy authorized; aald bonds or such amount thereof as the Council shall from time to time deem advisable ahall be advertised and sold In the manner and as provided by the laws of the State of Oregon, provided, how ever, that the Council of the City of Medford shall have the right to sell and dispose of aald bonds or any part thereof to the United States of Amer ica or any governmental agency there of without so advertising the same.
