through the fiscal period of July 1.
1034 to June 80, 1936 were reported
today by the agricultural adjustment
administration to have totaled 17,-
899.673.94.
With no sugar benefit payments,
Oregon ranked third In the amount
of money distributed to farmers,
having received 3.482,109.48.
Although Utah ranked fourth In
the total amount of money, 81,906,
697.97, distributed, that state receiv
ed the largest amount for curtail
ment of the sugar beet crop, the
Washington state received the sugar payments amounting to 81,-
largest amount In wheat, com-hog
and augar benefit payments, mo
amount being 88,493.260.59. while
Idaho was "in second place with

WASHINOTTN, Aug. 37. (Jp) The
president today signed the Robinson
Terry echool finance law which au
thorizes the reconstruction finance
corporation to lend amounts up to
10,000,000, for the benefit of tax
supported public school districts.
The measure Is to enable political
subdivisions "to reduce and refin
ance" outstanding Indebtedness con
tracted for the "purpose of financing
the construction, operation or main
tenance of public school facilities."
The act lmposea a 83 per cent limit
on the loan period and lays down se
curity stipulations and definitions.
ON RAIL REPAIR CREW
PORTLAJiD, Ore., Aug. 27. (jp)
Responsibility for the train crash In
which five were killed at the Little
Baldwin creek bridge west of here
August 6, was fixed today upon the
head of the repair crew working on
the bridge, his supervisor and a
bridge Inspector. '
The 38-oar train hurtled Into a
gulch when the bridge collapsed. Be
sides the five killed In the twisted
wreckage, three were Injured.

Eng., Aug. 27. The results of a war
between Italy and Ethopla. Insofar as
they affect Britain and America, can
hardly be In doubt.
Italy would of course conquer Ethi
opia, but not easily, and Its subse
quent occupation of the country will
be extremely exhausting. Oermany
will In consequence have a free hand
In Austria. Weakening Italy will be
one step more toward the re-estab
lishment of the military hegemony
oi europe through Germany which
both Britain and America fought the
great war to frustrate.
Menace to Democracy
The menace to democracy will be
Infinitely greater than would have
been Involved In a victory for pre
war Oermany. Another unchecked
successful assertion of fascist military
power, coming arter those made first
by Japan and Oermany the latter
having been able to defy the victors
with complete Impunity within a few
years of their victory will In fact
reduce the remaining great demo
cratic state of Europe, France and
Great Britain, to something like Im
potence. The position of the British empire
will be weakened In any case by the
planting of an "expansionist" and an
Intensely militarist state, possessed
of a particular political morality
which inspires an Italian policy,
along a lino vital to Imperial com
munication commanding the head
waters of tho blue Nile, and establish
ing a new frontier marching 100
miles with the frontiers of British
colonies.
A still more Important considera
tion is that Italian aggression upon
the only remaining Independent Afri
can state will add the most inflam
mable fuel to the flsmes of Aslatalc
and African nationalism which must
sooner or later place the whole im-
1 perlal structure In danger. The ln

Italnly have American repercussion.
Intervention Inevitable
Sooner or later Britain will be com
pelled to Intervene. As fuardlan and
chief shareholder of the Suez canal,
the position of facilitating and mak
ing profit out of an act of aggression
which defies all International rights
and which also undermines Britain's
own security, will become ;oo absurd
for Indefinite acceptance by the Brit
ish people.
"Intervention" mustn't be readas
naval or military operations. It may
consist of closing the canal, leaving
the next step to Italy. America won't
be dragged In In the sense that she
was dragged In in 1917. But sooner
or later she will be compelled to co
operate with other states In with
holding from Italy not merely muni
tions in the last stage of manufac
ture but those things Indispensable
to war.
The United States not only is a
signatory but the actual initiator of
the treaty dcclnrlng non-defensive
war a crime against mankind. To
supply a criminal with means for his
crime or to refuse to co-operate In
checking or making difficult what
America herself declared to be a crime
will, as the situation is clarified, come
as a shock to the American con
science. There will ultimately be co
operation between Great Britain and
America to stop the supply of mrnns
for carrying on operations which be
fore long become little more than
senseless murder.
Britain could have stopped the
whole tirlft toward war if she had
been given a lead modeled on the ac
tion of American statemen something
over a century ago; if, in other words,
she had declared a principle of the
covenant to be her Monroe doctrine.
The covenant declares a state in tha
circumstances of the Italo-Ethloplan
dispute which goes to war with one
member of the league goes to war
with all.
Water Spout Kills
6 In Genoa Harbor
GENOA. Italy, Aug. 37. (p) Res
cue squadrons searched the harbor to
day for victims of lost night's water
spout which killed six persons and
injured at least 50 others.
A surrey indicated damage to
smaller' shipping vessels, and the
havoc caused by the huge inrush of
water to the dorks probably would
run Into the millions. The larger ves
sels anchored In the harbor suffered
relatively slLght damage.
