SALEM. July 18. ( AP) Coplea of
the federal regulations received by
the state highway department here
today disclosed officially that Oregon
Is to pet $3,038,643 for highway and
street work, nnd 3.334.304 for grade
crossing eliminations.
Except that 90 per cent of the labor
employed on projects must be taken
from the unemployment relief rolls,
and that the relation of the number
of men employed to the total cost of
the project must be not more than
$1400 per man year, the regulations
under which Oregon's fi,372,846 of
federal work relief money is to be
expended differ little from the condi
tions nttnchM to the spending of
other federal relief funds during the
past two yeara.

All unskilled and Aeml-skllted labor

tration rolls.
Except as It conflicts with the re
quirement that 90 per cent of the
lnbor employed must come from the
relief rolls, contractors are free to
employ their skilled labor wherever
thev ree fit.
The maximum working time for
any man shall be 130 hours a month,
which applies to nil classes of labor.
Not less than 25 per cent of the
rosd fund grant Is to be spent out
side of cities and municipal areas, not
less than 25 per cent within cities
and municipal areas, and the balance
on federal nld and "designated state
roads outside of cities and metropoli
tan areas.

of the crossing elimination money in

may be transported dally to and from

city limit of the principal cities of
the state are eligible for classification
as municipal projects, giving the
highway coin mission more latitude In
the selection of projects.
The greatest difficulty foreseen by
the highway department In the selec
tion of qualified projects was in thnt
classification designated as "second
ary or feeder" roads not on the state
or federnl aid systems. Here all sec
ondary roads are on the state system,
necessitating an expenditure of nt
least 25 per cent of the road money
on county roads.
In that case It was pointed out, the
counties must supply the rights-of-
way, as the highway commission has
no authority to purchase them for
any road not on the state system.

thoughtful angler will agree that
to fish successfully he mtist have
several reasonably accurate fly pat
terns Imitating natural Insects. From
the trout's point of view, the only
real good things to eat are natural
Injects, and since there are so many
varieties, he decides to eat the best.
It Is not generally known that in
sects constitute a, regular part of a
fish's diet rather than the "occa
sional tld-blt" so often referred to;
nor Is It generally known that cer
tuln Insects are repulsive to fUh,
This is particularly evident In mid
summer when fish of every variety
break water In obvious quest of in
sect food.
If you watch this activity closely
It will be noticed that fish are pur
suing only one or two varieties of
insects of the many kinds that skim
over the water. Seldom will you ob
serve them taking hard dry bodies
or shells such as the "wnter stridor"
und some of the beetles.
Little Time for IMuy.
Some old-timers will Insist that
Jumping fish mean playing fish
and that playing fish won't bite. Ac
tually fish do not find much time
to play. They are constantly fight
ing for existence and the bigger part
of that Job Is getting something to
eat.
Just before dark on some quiet
summer day watcji the insects that

check on how many fish are Jump

Two men were nabbed by state po
lice officers yesterday on traffic vio
lations. Earl Kenneth Edsall of the
White Star Inn on the Oreenspnng
highway was arrested for operating a
truck in hauling rough lumber with
out a PUC permit, and was scheduled
to appear at 4 p. m. on July 25 in
Justice court here.
Ralph Q. Puckott of Keno was ar
rested for not having a truck license.
He will appear In Justice court July
20. On Sunday Arthur Lusk of Cen
tral Point was arrested for driving an
automobile without an operator's per
mit, And was yesterday fined $5 and
costs of 14.50 In Justice court. The
fine was suspended upon the pay
ment of the costs, and Lusk was di
rected to procure a driver's permit.

should be and Its size, but little
said about where to obtain thes
flies.
The first business of the angler
when he arrives at the stream is to
acquaint himself with the Insects
of the day. After these observations
are made and you are convinced the
fish are taking a particular Insect,
why not sit down and make an Imi
tation of It yourself?
Has "Tie Your Own" Han.
A desire to personally out-smart
Mr. Trout caused the author to in
vestigate the possibilities of tying
his own flies. After a few weeks of
study and practice I found, mucn
to my surprise, thnt I was able to
produce good imitations of ordinary
commercial files and. later, good
imitations of the Insects themselves.
My wife, also an ardent angler,
developed the hobby with me and
now ties her own flies and develops
her own patterns.
Each of us now has his own ideas
concerning how flies should look,
and to settle some of these differ
ences, we tie our own files and have
our contests on the stream to prove
who makes the most effective fly. .
Ordinary fish hooka, silk hackle,
silk thread of various colors and a
few duck feathers constitute nearly
all the equipment you need to make
realistic-looking flics.
The better catches have been
made on flies tied to resemble par
ticular Insects that happened to &
especially abundant on that particu
lar day. Some of the most produc-lv-
files are those, tied In imitation
of the mayflies or drakes, caddli
files or duns, ants, bees, stone files
and crane files or spinners.

PORTLAND, Ore., July 16. (AP)
Nelva McCrary, 13, unnerved her cap
tors by her screams ana was released
early today after she was seised in
ber bedroom and carried away in
an automobile by three men, police
reported.
Patrolmen Cliff Miller and Ferdi
nand Oaunt said the girl, returning
home when found, aatd she bit
through, her blindfold and gags and
started screaming, so her captors
freed her.
She was found by W. W. Waller,
one of the neighbors who heard her
terrified cries when she was snatch
ed from her bedroom shortly be
fore midnight. Waller and others
had Joined the search. Her parents,
Mr. and Mrs. Robert McCrary, also
reported hearing her screams before
she disappeared.
The officers reported the family
was of modest circumstances and
doubted If there was any Intention
to hoiti the girl, mature for her age
for ransom.
Because of the recent heat, the
front door of the McCrary borne was
left open last night, giving easy
access to the front bedroom In which
the girl slept.
The patrolmen said they were told
two men attempted to enter the
girl's bedroom July 13, an occurrence
unreported until last night. At that
time two men cut the screen from
her bedroom window, but ran when
she observed them and screamed.
The girl said one of her captors
was dark and looked like an Italian.
He wore a white shirt and dark
trousers, she said. She could not de
scribe the others.
