The proposed capitol financing
plan would provide for the appropri
ation of (650,000 at a special session
of the legislature later this year,
while the remaining (1,350,000 of 'he

Danger Seen
"While I have favored a bond Is
sue tor construction purposes, I can
ree the danger of such a proposal,"
the governor stated, In referring to
the danger of such a measure being
rejected by the people. He also men
tioned the possibility a legislative
appropriation would be submitted to
referendum, declaring "we have a lot
of people In Oregon who desire to
prevent progress."
The direct appropriation, If ap
proved by the legislature, would cover
a four to five year period, and would
remove the necessity of a new tax
levy.
Officials said the formal applica-
tlon for the grant would be prepared
as quickly as possible and might be
lorwarded to Washington as early as
next week. If approved by the govern
ment as It has been Indicated it
would be, the grant would be "ear
marked" and set aside for the capitol
construction.
Data To Legislature.
The board took no action relative
to architects' competition In connec
tion with the building, but decided
to submit all available data to the
special legislative session.
"If the federal grant were subjected
to the usual federal restriction's I
would be opposed to It." the governor
declared, after reading a telegram
from Senator McNary In which It was
assured that no restriction would be
made on the capitol grant.
Martin then presented figures to
show that the usual federal restric
tions would mean the employment of
2,700 men over a period of three years,
and a capitol costing In excess of
69.000.000.
Governor Martin expressed prefer
ence to the Willamette campus or a
part of Wlllson park adjoining the
old building site, in event It was ne
cessary to obtain additional propei'ty
for construction purposes, pointing
out that either of those properties
would provide sufficient grounds for
future expansion.
